In October 18,2017,at the 19 th CPC National Congress,the General Secretary of CPC Central Committee,Xi Jinping clearly pointed out that,‘Party organizations at every level should care about officials working at the primary level.In the cultivation of young officials,we will focus on their practical training in the front-line.We will improve the performance assessment and evaluation system for officials.We will institute incentive mechanisms and fault-tolerant and error-correction mechanisms.Township public officials are the most typical and persuasive representatives of grassroots officials.Their ability to perform duties directly affects the government's ruling efficiency,and the relationship between officials and masses,and is also related to the image of the Party and the State.It is imminent to strengthen the research on the construction of the fulfilling ability of township public officials.This study takes the fulfilling ability of township public officials as the main research object.The study is based on theories of implementation capacity,competency,competency model,public officials fulfilling ability,and public officials competency model.Through a large number of interviews and literature retrieval,a questionnaire,‘Questionnaire on competency index of Township Public Officials in Nantong',is compiled.This study takes a sub-municipal district,a county and a county-level city of Nantong as the area for sample collecting.Samples in the study are different on 6aspects,they are gender,age,education background,administrative level,job nature and working unit affiliation.This study believes that the competency elements of township public officials can be divided into 6 factors and 24 elements by statistical analysis.The 4 factors are personal morality,post adaptability,response and decision-making ability and responsibility capacity.With the help of competency model,it is found that,educationbackground and administrative level have the most obvious influence on competency.It is needed to pay more attention on the 6 personal variables of township public officials in the recruiting for them with great overall capacity and public service capacity.It is also found that,samples are more scattered on the presenting of responsibility capacity.It is necessary to increase the strength for its developing.On the basis of a comprehensive analysis of the cases,at home and abroad,about the fulfilling ability of public officials,and the above analysis of competency model,the study puts forward three suggestions.The first one is to refine post duties,pay attention to the echelon-growth of public officials,strengthen the balance of risk and interest,and control the personnel establishment and funding in selecting and appointing.The second one is to change training ideas,innovative training methods and improve evaluation mechanism in training and development.The last one is to formulate scientific and reasonable assessment methods,be strict in implementing evaluation procedures and feedback mechanism,and establish the mechanism as that,the excellent public officials have the priority in selecting a new position in assessment and incentive.
