The competent characteristic refers to take the duties of a particular task or role,which can differentiate achievements remarkable and the mediocre measurable quantity also more durable and can perform to improve and enhance the individual characteristics, mainly includes the knowledge, the skill, the self-concept, the special characteristic and the motive.This research uses the literature analytic method, behavior event research techniques, questionnaire survey method, discussed the content structure and the related question of the competent characteristic of the township section-level cadres in Henan Province. Through 11 counties in Henan Province nearly 900 township-level cadres to conduct the investigation section, using exploratory factor analysis, confirmatory factor analysis, structural equation model, the induction and the explanation to the data. The obtained conclusions are as follows:First, the Henan Province township-level cadres competency, which the content and structure includes"the work execution","individual quality","the analysis decision-making","the leadership qualities"and"the communication coordination".Second, in the research of section-level cadres in the township of competent characteristic to their wok performance achievements influence,"the work execution"has the remarkable positive influence to the two dimensions of the dedication of work achievements and the task achievements;"individual quality"has the remarkable positive influence to the task achievements;"the analysis decision-making"has the remarkable positive influence to the two dimensions of the work dedication and the duty achievements;"the leadership qualities"has the remarkable positive influence to the three dimensions of work achievements;"the communication coordination"has the remarkable positive influence to the two dimensions of dedication of work achievements and the task achievements.Third, there are significant differences in the age disparity of township section-level cadres in the work implementation dimension; there are significant differences in different work experience section of the township-level cadres in the communication and coordination dimensions; there are significant differences in different educational levels of section-level cadres in the analysis of the decision-making dimension; other different sexes, different ages, different work experience, as well as the nature of different educational levels of the township section-level cadres in the different dimensions of competent characteristic does not exist significant differences.Finally, the shortcomings of this study and further research problems to be solved are described.
