Since the 1970s,the advanced western countries set off a “New Public Management Movement”,in order to save image of the government,solve the problem of over-staffing and low efficiency of its internal government,referring to enterprise performance management.This movement revolves around the goal of improving work efficiency,reducing administrative costs,improving service quality and etc.Then the government performance evaluation came into being.Our country have followed the advanced practice of foreign countries and started to pay attention to the government performance evaluation since the 1990 s.And we have explored theory and practice of the government performance evaluation continuously.In 2013,Taixing have been formally began to work on performance evaluation,achieved satisfying results,and then initially formed a performance evaluation mode with Taixing characteristics.This paper takes Taixing,one of the three provincial directly controlled county,as a research sample.Firstly,this paper gives a detailed introduction of Taixing's present government performance evaluation,compares the evaluation system of recent years,and summarizes its characteristics.Then by analyzing from five aspects of present performance evaluation such as value orientation,evaluation subject,index system,evaluation method and result application,this paper enumerates the existing problems and the causes of these problems,and proposes five improved measures as follows so as to build more scientific and operational performance evaluation system: set up right government performance evaluation consciousness,improve government performance evaluation subject,optimize government performance evaluation system,improve the degree of informationalization of government performance evaluation,and emphasize its result application.
