Research On Social Organizations Participate In The Serious Public Emergency Management In China

In recent years,the frequent occurrence of various emergencies in China's vast land poses a serious threat to China's social stability,economic development and the safety of people's lives.Since the SARS incident in 2003,all levels of government in our country have been building and perfecting the emergency management system around the "one case three systems".As the leading force of emergency management,the government is confronted with great pressure,and even the "emergency failure" phenomenon occurs.After the Wenchuan earthquake in 2008,social organizations participate in the earthquake emergency,which aroused the attention of all circles.In all of the subsequent emergencies,social organizations also actively participate in coping,accumulated valuable experience.The involvement of social organizations in major emergency response has alleviated the government's pressure to some extent,however,because of the imperfect institutional mechanism of social organization participation,the ability of social organization to be improved and the laws and regulations are not perfect,there are still problems in the process,a single channel of participation,Lack of local social organization etc..On the basis of improving the efficiency of emergency management in China,this paper,based on previous research results,explores how to improve the participation of social organizations in serious emergencies in China through the analysis of typical cases.The general idea is: first of all,I want to summarize and analyze the system basis of China's social organizations to participate in major events and experiences;and then take 8·03 Ludian earthquake emergency as an example,describes the characteristics of social organizations to participate in the Ludian earthquake emergency management,and found the problems and the reasons;finally,through analysis other national social organizations in emergency management experience,and learning from their excellent theory and experience,from the government departments,social organizations and social emergency culture three aspects,proposed measures for China's socialorganizations participate in major emergency management.
