Research On Social Organizations' Participation In Emergent Network Publicopinion Management

With the rapid development of network technology,the information supply method is more diverse,and the information dissemination channels are more diverse.It is because of the convenience and openness of the Internet that after the emergencies,the virtual network field is always in a dark tide,which poses a serious challenge to the handling of emergencies and the calming of the public.Therefore,in the new situation,firmly grasping the government's initiative in network governance and improving the government's network governance capabilities have become an important issue that needs to be resolved urgently.Since the 18 th and 19 th National Congress of the Communist Party of China,the state has proposed a series of new ideas and new ideas around the governance of network work,especially in the reforms that promote the transformation of government functions and the shift of the focus of social governance.A new concept of network governance.In this context,the study of social organizations to participate in network governance,especially after the occurrence of emergencies,has become an important research topic.By taking theoretical research,empirical research and qualitative analysis and other research methods,this paper first analyzes the basic theories of social organizations participating in emergencies network public opinion.It defines the relevant connotation elements of social organization's participation in public opinion governance of emergencies,and the realistic conditions and theoretical basis of its participation in public opinion governance.Secondly,it clarifies the role and function of social organizations to participate in the public opinion governance of emergencies.Through the theoretical scanning of social organizations' participation in the role of public opinion governance in emergencies,scientific definition of its participation as a government staff member in the whole process of public opinion disposal.Based on the needs of network governance and the advantages of social organizations,it shows that it can play four functions of improving government's public opinion work plan and providing public opinion and control technology services.Thirdly,we should improve the institutional guarantee for social organizations to participate in the governance of network public opinion in emergencies.Through the theoretical framework of New Institutional Economics,from the three aspects of "informal system","formal system" and "mechanism design",it provides sufficient institutional guarantee for its effective participation in public opinion governance.Finally,the technical path of social organizations participating in the governance of network public opinion in emergencies is systematically constructed.According to the evolution law of network public opinion in emergencies and the operation mechanism of government work,the working procedure of social organizations participating in public opinion disposal is scientifically designed,which provides an operable scheme for effectively promoting network public opinion guidance and control in emergencies.This paper believes that doing the above work is conducive to promoting the participation of social organizations in the emergency network governance.
