A Study On The Structure Of Local Government Honesty System And Its Evaluation System

As the saying goes:"If people have no faith,the country will decline without trust."Honesty has always been the fine virtue of Chinese culture,also the basic standard of social behavior,and it has always been the code of conduct for the government's work.the State Council declared guidance suggestion on strengthening the construction of honest government affairsOn December 30,2016.At the same time,The General Requirements issued by the General Office of the State Council on Strengthening the Construction of a Personal Integrity System,clearly stated that we must give full play to the role of the government in organizing,guiding,promoting,and demonstrating social credit system construction.In the report on government work done by the National People's Congress in 2018,Li Keqiang proposed to comprehensively promote administration by law and strengthen the construction of the Party's work style and clean and honest governance.This is to strengthen the further requirements for the integrity of the government.As China's market economy continues to develop and improve,the issue of social integrityemerged.It is common for some government officials to accept bribes,take bribes,abuse their powers,and dereliction of duty.This not only deprives the government of public trust,it may further intensify social conflicts.Therefore,solving the problem of local government mistrust should be the top priority of the current government task.So,how to improve the integrity of local government?It requires an objective and fair understanding and scientific evaluation of the current state of local government honesty.There are many researches on government integrity in the academic circles,but most of them are problem-oriented research.Generally,the concept of government honesty is first defined.Based on this,the government's untrustworthiness performance and reasons are analyzed,and finally the countermeasures are put forward.In this study,first of all,on the basis of reading a large amount of literature and literature,we review the status quo of local government integrity research at home and abroad,and briefly explain the concept,trajectory,characteristics and content of government integrity.Combining with previous research results,we consider local government integrity as a system to study for the first time and divide the structure of the local government integrity system into three latitudes:honest will of local government,integrity ability of local government,honest performance of local government.It analyzes the influencing factors of the latitudes at three latitudes.Based on this analysis,it establishes an evaluation index system for the local government's honesty system.This indicator system designs a total of 3 first-level indicators and 9 according to the three latitudes of the local government integrity system.Second-level indicators,29 third-level indicators,and test their reliability and validity by SPSS data analysis software.The indicator's weight is determined by the DAA weighting method,which is formed by combining the Delphi method,which is the expert opinion method,with the analytic hierarchy process.According to the complicated characteristics of the local government integrity system,the evaluation method uses the fuzzy comprehensive evaluation method to evaluate the design index system.Finally,the empirical analysis,through a questionnaire survey,based on the evaluation index system of the local government integrity system established in this article,taking the Xiangtan County government as an example,to evaluate its integrity,in order to test the applicability of the indicators.
