A Countermeasure Research Discussing About How To Improve The System Of The Residency "First Secretary"

There is a clear request made by the fifth plenary session of the 18th CPC central committee.Under the current standard of rural poverty in China,the rural poor should be lifted out of poverty and all the poverty-stricken counties should take off their hats to solve the overall poverty in the region by 2020.According to the requirements of the department and other departments,Jiangyan district in Taizhou city,Jiangsu province,has formulated the system of the "first secretary".This paper makes a systematic and in-depth discussion on the basis,theoretical overview,practical research of the "first secretary"system in the village and the basic ideas and countermeasures of perfecting the relevant system,respectively from two aspects of theory and practice?To some extent,it enriches the theoretical research of the "first secretary" system in the village,and has a certain guiding significance for Jiang yan to carry out accurate poverty alleviation work also.This paper will be divided into five parts.The first part will be an introduction.The background,significance and research methods of this paper will be analyzed respectively in this part.The second part will be the basis of the "first secretary" system in the village.Based on the theory and reality,this paper will analyze the basis of "first secretary" system in the village.The importance,innovation and the necessity of targeted poverty alleviation in rural grass-roots organizations are the theoretical basis of the "first secretary" system in the village.The weaker rural grassroots party organization,deeper poor area poverty level,and no targeted Poverty alleviation policy are the reality basis that the village "first secretary" system puts forward.The third part will be the theoretical overview of the "first secretary" system in the village.The concept of the "first secretary" will be defined in this area.How to select and manage the "first secretary",what are their responsibilities and how to evaluate and incentive them will be analyzed systematically here.At the same time,this part willdiscusse the significance of implementing the "first secretary" system in the village.Solid foundation and doing a good job in party building,targeted poverty alleviation and local conditions,integrating resources and precision power are the significance of the "first secretary" system in the village.The fourth part will be the practice research of the "first secretary" system for Jiangyan district.Through the analysis and research on the practice of the "first secretary" system in jiangyan district,the main achievements and experiences will be summarized,and the reasons for the problems will be found.The system of "first secretary" in jiangyan district adheres to the principle of"good selection and optimization".They make real "pre-job training "in the early stage of work,strengthen daily management,and establish a scientific and reasonable evaluation incentive mechanism.However,there are still some problems such as deviation in ideological understanding,poor foundation of poverty alleviation,difficulty in implementation of poverty alleviation policies,difficulty in implementation of poverty alleviation projects,and lack of personnel.The fifth part will perfect the basic thought and concrete countermeasure of the system of "first secretary" in resident village.To explore the development goal,development principle and development measures of the"first secretary" system in the village will be disused in this part.
