Research On The Participating Of The First Secretary In Villages In Targeted Poverty Alleviation

Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping puts targeted poverty alleviation at a more important position,standing at the strategic level of building a well-off society and realizing the great rejuvenation of the Chinese nation in an all-round way.He emphasizes to clinch a complete victory in the fight against poverty,by taking extraordinary measures and at the same time promoting innovation of concept,model and mechanism in the process.To thoroughly applying Xi's guiding principles on Targeted Poverty Alleviation,a four-level(State Department,Province,Municipal and County governments)coordinated effort has been made to cover all villages,whose party organizations are weak and lazy,by appointing First Secretaries.Over the past five years,the First Secretaries in villages,as the most important force,has become strong enough to ensure the success of casting off poverty.Generally speaking,they has achieved outstanding results,but there are also difficulties and problems in this practice.As we all know,giving full play to the role of the First Secretaries is an objective requirement for improving our public management,a vital fulfillment of Xi's solemn commitment at the 19 th National Congress of the CPC and a powerful support for implementing the strategy of rural revitalization and completing the building of a moderately prosperous society in all respects.In view of this,the author believes that it is necessary to strengthen the research of First Secretaries' practice in alleviating village poverty.Being one of the 14 contiguous poverty-stricken areas in China,Lvliang City is the first line and main battlefield in Shanxi Province,with large area,population,deep degree and high incidence.Then County J(provincial poverty-stricken county)attaches great importance to theselection and dispatch management of the First Secretaries in 49poverty-stricken villages.Since 2015,County J has elected 49 First Secretaries,who play a great role in helping villages out of poverty.Thus this paper tries to make a study of First Secretaries in alleviating poverty in J County,by reading superior policy document,consulting literature review,questionnaire,field survey and so on,and some problems are found like difficulty in fitting in,tough tasks,leading village party organization and village committee difficultly,relatively weak strength.The author thinks and analyzes the reasons for the imperfection of relevant systems,the mismatching of rights and responsibilities,the lack of internal leadership and availability of support and assistance department.On this basis,the author puts forward some measures,which include improving relevant systems,clarifying power and responsibilities boundaries of the first secretary in villages,re-positioning the focus of poverty alleviation,and establishing a good support and care system,so as to further lift the effectiveness of assistance.
