Study On The Effective Supply Of Public Goods In Yunnan - China Economic Zone

Dianzhong economic region, including Kunming, Qujing, Yuxi and Chuxiongeconomic areas, is an important part for the national strategic pattern of urbanization“two horizon and three vertical”. It is a key area in the western development drive,and a core area in building the strategic bridgehead for the opening of southwest ofChina. The effective supply of regional public goods has an important role inpromoting the regional harmonious development; enhancing the competitiveness ofthe region and promoting regional harmony and stability. Research on effective supplyof public goods in Dianzhong economic region is of great significance foraccelerating the construction of Dianzhong economic region. Based on both thetheory of public goods and the theory of regional public goods, with a focus on thepromotion of the construction and development in Dianzhong economic region, thispaper carry out a research on issues of the effective supply of regional public goods inthis area by adopting literature review, interview surveys, comparative analysis,empirical analysis and the like.Firstly, the paper carries out a theoretical overview about the research results ofregional public goods at domestic and abroad. Based on relevant theories, starts froma general analysis of public goods theory, this article analyzes the general concepts,characteristics, classifications and supply mode of regional public goods. Secondly,the article analyzes the practice of regional public goods supply in Great Lakes,United States, Germany, HongKong and Changzhutan urban agglomeration. Withtheir experience of transnational cooperation, governmental cooperation, balancedfiscal policy, marketization in the process of regional public goods supply, thisresearch draws implications for achieving effective supply of regional public goods inDianzhong economic regions. Third, by analyzing the status, this article argues thatthere are6major problems in supply of regional public goods in Dianzhong economicregion: over-relying on the government but less depending on the market, overemphasizing the hardware but less focusing on the software, over-relying on the urban but less depending on the rural, over emphasizing the local but less focusing on theregional, and over-emphasizing the supply but ignoring the demand. The main reasonis the transformation of government functions is not thorough, governmentalcooperation is not close enough, the development of social organizations is notsufficient, and the evaluation of the government performance is not scientific. Finally,for the effective supply of regional public goods in Dianzhong economic region, thearticle suggests that the Dianzhong economic region should set the following tasks asthe goal: to improve people’s livelihood, to promote the development, to promoteharmony. It should adopt the people-oriented, government-led, strengthenedcooperation and regional sharing, and development and innovation as the principle.The main tasks should be in infrastructure integration construction, co-sharingbetween the society and the enterprises, social security equalization, socialmanagement collaboration, and eco-environment protection. In order to achieve theultimate goal for an effective supply of regional public goods in Dianzhong economicregions, the following measures are necessary. The transformation of governmentfunctions should be emphasized. The cooperation between local goverments should bestrengthened. The social forces should be integrated. The financial channels andexpression channels should be broadened. The supervision and management should beimproved.
