Research On The Dilemma And Strategy On The Public Service System For The Disabled In The Community In China

With the continuous development of social economy and the improvement of social civilization, as a vulnerable group, people with disabilities are paid more attention by the government in recent years. How to maintain and protect the basic life and rights of the disabled has become an urgent livelihood issue what are need to be implement. Because of the particularity of disabled people’s physical or psychological, their communities have become the most closed areas where they live. Therefore, improving the public service system for the disabled in the community in China is not only the key to improve the basic living of people with disabilities, but also the guarantee for legitimate rights and interests of the disabled. Because the public service for the disabled in our country starts late and develops slowly, there are still many problems need to be solved. For example, a long time weak civic awareness of the disabled in the community in China, an unclear expression channel of the needs and demands of the disabled; the low degree of specialization of the resources in public service for the disabled in the community; unclear responsibilities and division of the disabled community public service supple subjects and so on. All of these problem may hinder the improvement of public service system for the disabled in the community. Researcher believes, to optimize the public service system for the disabled in the community, it is necessary to find out the reasons for the problem, utilize proper means and methods to solve problems: rely on the community, insist needs of disabled people to be guide, establish channels of expression to protect the interests of persons with disabilities, through the supply of a wide range of subjects to provide persons with disabilities public services.Based on theories of the new public service, public goods and the community care, this article elaborates on theories in reference to public services for the physically challenged group. Compared with developed countries’ previous experiences in public service, this article reviews the current status and problems of China’s such performance, discussing possible methods to optimize the structure of public service in China in the context of multiple aspects such as community responsibilities, the operating mechanism, national civics and sources of funds. The first chapter introduces the research background and purpose, explaining theoretical ideas and research methods of this article. The second chapter starts with the introduction of concepts and notions refer to the research. In the second place, it introduces the theoretical basis and principles of the research, particularly presenting theories of public goods, community care and the new public service to reinforce the article’s thesis. In the last, it complements relevant concepts with reference documents. The third chapter analyzes the progress on structuring public service industry for the physically challenged community, detecting existing flaws. The fourth chapter conducted case studies on some of developed countries’ successful social practices of community care to figure out enlightenments for breaking down China’s current dilemma on such issue. The fifth chapter discusses major causes of China’s inefficient public care system in city communities serving people with physical disabilities The sixth chapter presents advices directed against China’s struggle on delivering efficient public care to physically challenged people. The last chapter is the summary of all analyses from this article.
