Research On Countermeasures Of Local Government In Lianyungang To Deal With Network Public Opinion

The information technology,represented by the computer and the network,has been deeply embedded in our time,completely changing the way people live and work.It can be said that the age of the Internet is the time when human society has the strongest sense of achievement and sense of existence since it was recorded in the human society.In this era,grasp the network public opinion communication rules,effectively guide the network public opinion development direction,to minimize the negative effects of network public opinion,at the same time to explore the network of public opinion to promote the harmonious development of the society is the value of the local governments at all levels must face the problem.Lianyungang is an open city in the eastern coastal area.Although the economic development is in a more awkward position,it has a good momentum in the fields of medicine,new energy and new materials.Because of its unique location advantages,special economic structure and population structure,the new information contained in Lianyungang on the Internet can be described as massive.Especially the negative network public opinion information is frequent.It is also one of the most concerned areas in China's major media.The research results of Lianyungang municipal government's response to network public opinion have a certain reference value to the public opinion of the national city.On the basis of defining the two concepts of Internet public opinion and government,this paper sorts out the theoretical basis of the study,including situational crisis communication theory,good governance theory,Maslow's hierarchy of needs theory and government crisis management theory.Then from the reality of Lianyungang municipal government's response to online public opinion,it investigates the current situation of Lianyungang's Internet public opinion,analyzes the particularity of Lianyungang's response to Internet public opinion,and lists the initiatives and achievements of Lianyungang.Taking the "nuclear waste" event in 2016 as an example,the paper analyzes the problems and reasons of the Lianyungang municipal government to deal with the network public opinion.The study found that in dealing with the network public opinion of the Lianyungang municipal government problems include:lack of intervention,the lack of scientific methods to the network public opinion response plans,recessive public opinion pretreatment negative network public opinion of the single mode,management of network public opinion the lack of sense of crisis and the lack of network public opinion rehabilitation counseling mechanism five problems,The cause of the above five issues is the accomplishment and era of leading cadres at the grassroots level of Lianyungang City,the government network public opinion response mechanism of derailment failure,Lianyungang municipal government official voice weak,negative image of city damage credibility of dealing with the network public opinion of the Lianyungang municipal government and Lianyungang municipal government to deal with the lack of protection of the legal system of network public opinion.Through the analysis of problems and causes,and learn from the successful experience of foreign countries,the thesis draws five countermeasures and suggestions to deal with the network public opinion of municipal government,which is to enhance the leading cadres to deal with public opinion and idea of media literacy,improve public opinion response mechanism,the negative network propaganda do to seize the commanding heights of stealing some of its thunder,reshape the image of the government to promote and enhance the credibility of the government to improve the level of response to the negative network public opinion municipal government legal system protection.
