Internet-based Local Government's Response To Network Public Opinion Problems And Countermeasures

Since the 1990's, information technology which is represented by the internet has got into a period of rapid development. In recent years, with the popularization and development of the Internet in China, the network has deeply affect the social development and people's life. It also changed the pattern of media communication, and make the spread of public opinions and emotion more frequent and quick on the network.The network public opinion has become a form of public opinion that can never be ignored.The monitor, analysis, disposal and guidance of network public opinion is now an important political task of the government.Network public opinion is an common opinion or collective sentiment with a certain influence and a tendency,which is created by people who express their views of the news, speech or a topic on the internet. There is several characteristic of network public opinion,which is direct?amplification, negative?linkage and centralization. The evolution of network public opinion always going with the stage of generation, development?climax and resolution.Every stage has different demands on the government. At present, the local government has got some achievement on dealing with the network public opinion. But it also has some problems such as the lack of warning mechanism,the lack of Information disclosure, the disjoint of online and offline,the improper media guidance. It can be attributed to the rapid development of mobile Internet technology and the environment of rights protection,or to the contempt of network public opinion and the rules of internet communication.This paper gives six suggestions by studying literature research and two cases in Shandong.The local government need to learn more rational knowledge of the network public opinion,to seek the first opportunities, to establish new positions,to combine the external force,to adopt coordinated response and to guiding public opinions. This paper is trying to enhance the ability of local government in dealing with the network public opinion.
