According to the proposal on the 13 th Five-Year Plan,targeted poverty alleviation has become the top priority project of the national and local governments for the present as well as the coming period.To ensure the attainment of overall goal of moderately prosperous society as scheduled,targeted poverty alleviation has been listed as the biggest livelihood project as well as the foremost political task in China at present.In this particular period when China's reform has entered the “deep water” zone where tough challenges must be met,reviewing the past,locating the problems and adjusting direction are of vital importance in order to intensify our crucial fight against poverty.As president Xi emphasized that poverty alleviation during the 13 th Five-Year Plan should be scientifically planned to make sure the poverty-stricken rural population shake off poverty by 2020 by stressing the importance of targeted poverty alleviation.Against this background,the accurate performance valuation of the governmental poverty reduction has been highly valued by national government and has gotten attention extensively from all circles of the society.Scientific valuation of targeted poverty alleviation effects and corresponding strategy adjustment will definitely have an active impact on the acceleration of attainment of moderately prosperous society.At present,the performance valuation of the governmental poverty alleviation on the basis of third party valuation has emerged and is now on the upgrade.As an effective external balance mechanism,the third party valuation is the effective complement to government's self-assessment and meanwhile plays an active role in the strengthening of government functions,namely,the transformation from administration-type to service-oriented.The realistic characteristics that the third party shows during valuation including specialization,independence,objectivity,high efficiency,authority,credibility etc.help itself to play an unique role in governance modernization advancement,social supervision function fulfillment of relative personnel and organizations,to better represent people's benefits.The third party valuation assesses governmental poverty alleviation effects independently,objectively and impartially,theoretically speaking,itcan work as the telescope for reviewing the past,magnifier for locating the existing problems and calibrator for adjusting directions,besides,it helps to set the direction for poverty alleviation,build a stable process and eventually lead to a real results.Nevertheless,the potential restraining factors that third party performance valuation exists in the field of poverty alleviation during practice should not be ignored,it's still to be further improved in the aspects of evaluation system design,evaluation subject ability building,evaluation process management,evaluation results utilization etc.so that the functions of third party performance valuation can be effectively promoted.This study is aimed at deeply analyzing the current situation of the third party evaluation to government performance of targeted poverty alleviation in Luozhuang District,Linyi city and listing the existing problems objectively on the basis of studying the relevant domestic and foreign theory elaboration and practical experience of performance evaluation,third party evaluation and third party evaluation to government performance,taking the third party evaluation to government performance of targeted poverty alleviation as the study object;Meanwhile it conducts a deepgoing analysis of current situation,main existing problems and its root causes of targeted poverty alleviation work in Luozhuang District,Linyi city;it searches for the development strategy and countermeasures that suit third party valuation to government performance of targeted poverty alleviation,tries to improve the corresponding third party evaluation system according to the situation in Shandong province,nationwide and other areas based on the existing problems and causes in third party valuation in Luozhuang District,Linyi city.
