Student village official plan is a strategically meaningful policy implemented by the state to break the bottleneck of the new socialist countryside and alleviate the increasingly severe employment situation.In March 2008,the Central Organization Department planned to recruit 100 thousand college graduates for 5 consecutive years from 2008 to rural posts,and selected 20 thousand college graduates in the same year.In 2009,the Central Organization Department issued the opinions on the establishment of a long-term mechanism for college graduates to work in villages.It was determined that the number of employed graduates in rural areas was 20 thousand.In 2010,the central organization issued a notice on the number of graduates in the village of university graduates in 2010,which confirmed that the number of candidates was 36 thousand.Since then,every year,the Central Organization Department has appointed the number of graduates from colleges and universities to the village.According to relevant documents,by the end of June 2016,a total of 450 thousand village officials were selected and employed in the whole country,and 138 thousand were on duty.With the gradual implementation of college-graduate village official plan and perfect,many grassroots governments feel the changes brought by college-graduate village official,but also encountered a variety of difficulties in the implementation of the policy,the problem of college-graduate village official has been the focus of the community a hot.Therefore,it is of great practical significance to study and solve the problem of the flow of College village officials after the expiration of their period.Based on this,this article through the investigation of Heyuan City college-graduate village official office after the expiration of the way,found in Heyuan City,college-graduate village official after the expiration of the flow are rooted in the rural(community)to enter the civil service,self employment difficult,more difficult to separate careers and further study the problems of high resistance.Through the analysis of the problems,this paper thinks that the reason is mainly because there are three aspects,including planning college-graduate village official policy itself is not perfect,the relevant supporting policies are not perfect;college-graduate village official level rural service consciousness is not strong and their comprehensive quality should be improved;don't trust phenomena of social environment and social employment situation is grim group.In this regard,this paper analyzes the orderly flow of college-graduate village official of Chongqing model and Zhejiang model,obtained some enlightenment,put forward four countermeasures to promote the orderly flow of Heyuan City college-graduate village official,one is to establish and perfect the policy of student village series of science,including the selection and training mechanism,incentive mechanism and so on;the two is to change the traditional concept of employment and let the public understand the village work;three is to protect the "five way" is four smooth;efforts to improve the comprehensive quality of college-graduate village official.
