The policy of college graduates working as village officials is one of talents nurturing projects in China. The implementation of this policy has nurtured a batch of reserved and key talents. The pilot policy has firstly been tried in Jiangsu Province in 1995. Through the exploration for over ten years, Jiangsu Province adheres to the principle of selecting party and government cadres from the grass root, and the policy exerts positive impacts on economic development, social progress, democratic and legal construction and other aspects.With the perspective of work rotation, the paper conducts questionnaire survey among college-graduate village officials who will finish their term of office in rural areas of Jiangsu Province, analyzes the factors that influence their will of continually working in villages, trying to find out the main reasons why the new policy of college graduates working as village officials is being hindered. The paper puts forward countermeasures to improve the policy. In the aspect of policy, each region should supplement the items and actively expand the channels of employment. In the aspect of departments in charge, they should strictly select college graduates to be village officials, conduct training of employment, increase the channels of employment and implement performance assessment. In the aspect of individuals, little village officials should strengthen their awareness of initiatives, get rid of the concept of doing one job throughout the whole lifetime, make plans for career development and enhance their capabilities.According to the policy of college graduates working as village officials of Jiangsu Province, these village officials will not be appointed after two terms of office. This regulation will not only encourage them to make further progress and get promotion, but also provide an platform for those who are willing to take root in the rural areas. The adjustment of the policy and relevant countermeasures will achieve initial success, thus offering experience and reference to the research on this policy.
