The Study On The Reform Of On-site Comprehensive Law Enforcement Mode Of FZMSA

With the continuous development of China' s streamlining government and delegating authorities and the reform of administrative examination and approval system,the maritime sectors have cancelled and delegated a large amount of administrative examination,approval and licensing items.It reveals that it is difficult for the traditional law enforcement mode of maritime sectors which "favor approval over supervision" to meet the social development.The cancellation of numerous maritime administrative examination and approval items suggests that the core of maritime administrative law enforcement will transfer to on-site law enforcement gradually and attaches particular importance to the safety supervision of maritime on-site law enforcement in process and afterwards as well as the new maritime on-site law enforcement mode study.Fuzhou Maritime Safety Administration(FZMSA)is located in a special geographical position which is a "three-in-one" union of the Free Trade Zone,the Core Area of the Maritime Silk Road and the Western Taiwan Straits Economic Zone.There are long coastlines and diversified ports and wharfs featuring "bulk cargos in south and containers in north" within the area under its jurisdiction.It's urgent for FZMSA to fully operate the maritime on-site comprehensive law enforcement modes and to effectively reform the on-site comprehensive law enforcement modes to meet the needs of national strategy for marine development and to promote local economic development with its strengths and "the spirit of the craftsman" on the historical development period of port economy in Fuzhou.Focusing on the maritime on-site comprehensive law enforcement reform in Fuzhou,this thesis discusses the specific condition of the on-site comprehensive law enforcement operation of FZMSA in order to solve the operating problems,to figure out the best method of further reform and to fully enhance the on-site comprehensive law enforcement efficiency of FZMSA.The research contents mainly include the development of maritime on-site comprehensive law enforcement,the operation status of on-site comprehens ive law enforcement of FZMSA and the reform reasons.This thesis sorts out the specific contents in the on-site comprehensive law enforcement modes of FZMSA including the operation management mechanism,the grid on-site supervision mechanism and the menu management of law enforcement tasks,analyses the existing difficulties,evaluates the implement achievements objectively and comprehensively and offers the practical proposals from the perspective of human resources,law enforcement border and informatization on the above basis.
