Research On Urban Space Governance From The Perspective Of National Governance Modernization

The Third Plenary Session of the 18th CPC Central Committee first put forward the important proposition of "promoting the modernization of China's governance system and capacity".As a fundamental field of national governance,urban space governance is also a key link in the modernization of national governance.China has entered a new stage of development,which objectively requires high-quality urban development,but the current level of urban spatial governance still lags behind the needs of the country's modernization process.Therefore,it is of great significance to analyze the current urban space problems in China,explore the causes of urban space problems and governance difficulties,clarify the value goals of urban space in China,determine the path of urban space governance,and establish a modern urban space governance mechanism.At present,the problems of urban space in China are mainly manifested as the shortage of public space products,the relative poverty and the consolidation of urban classes,the fragmentation of spatial rights and interests,and the environmental pollution of ecological space.The main cause of urban space governance problems lies in the conflict of interests among urban subjects.The contradiction between the limitation of urban space products and the demands of urban subjects leads to the shortage of public space products and the competition for space resources.At the same time,there are also capital,system,rights and other difficulties in urban space governance.First of all,China's early urbanization process relied too much on market promotion,but at the same time,social capital also had its destructivity in the process of promoting urbanization,resulting in the alienation of urban space production.Secondly,the governance mechanism is not sound,such as land,household registration,democratic participation and other systems and mechanisms lag behind the urbanization process.Finally,the imbalance of spatial rights exists among cities,regions and urban and rural areas.To promote the modernization of urban space governance,we must first adhere to the value concept of urban space governance from the perspective of national governance modernization.Concepts guide actions.Without scientific concepts,urban space governance will lose its direction.China's urban space governance should adhere to the "Chinese characteristics",take the "Chinese characteristics" of urban space governance road full of the flavor of The Times;Adhere to the "people-centered",to protect the people's status as the master of the city;We will adhere to the principle of "governance by law" and apply the rule of law thinking and approach to solve intractable problems in urban space governance.To construct the theory of urban space governance with Chinese characteristics,it is necessary to adhere to the value criterion of fairness and justice,and adhere to the goal orientation of high-quality urban space governance.From the perspective of the modernization of national governance,the path of urban space governance should be "co-construction,co-governance and sharing",jointly building urban space,co-governance and sharing intellectual achievements.We should adopt a condense,intensive and green development path,enrich the connotation of the city,rationally use space resources,and protect the ecological environment.Focus on the construction of smart cities,apply "big data + grid" to connect urban systems and services,and optimize urban management and services.Improve the ability of urban risk management in order to deal with possible urban sudden risks.The institutional advantage into governance efficiency is the important prerequisite of promoting the modernization of urban space,thus improve the governance mechanism of the modern city space first priority is to improve the system of the urban space management system,including deepening the reform of household registration system,optimize the space resource allocation system,three aspects to carry out the security system of urban disadvantaged groups.Secondly,the main body of urban space governance should be coordinated to form an "iron triangle" of urban space governance by the government,the market and citizens.Finally,change the thinking of urban space governance.From scale expansion to high quality development,from extensive management to fine governance,from post-management to full cycle governance.To the old management thinking is completely updated,can complete the change of management mode.Based on national development and focusing on the better life of future cities,the modernization of urban space governance can be finally realized.
