Research On The Focus Of Precise Poverty Alleviation For The Disabled People In China On The Perspective Of Capability

The complete elimination of poverty and the realization of happy life have always been the goals of the party and the country.After years of poverty alleviation and development practice,the work of poverty alleviation for the disabled in China has made great achievements in the world.However,there are still tens of millions of poor disabled people in China who are living in poor conditions and in poor quality of life.The poor disabled have the "double weak" including both income poverty and dysfunction.They are in deep poverty,high rate of returning to poverty,poor ability to resist risk and easy to fall into the trap of poverty.It is hard for them to rely on their own strength to survive out of the predicament.The living standard of disabled people is an important indicator of a country and social development level.The precision poverty alleviation work has entered a critical period of poverty eradication in China.Ensuring that poverty-stricken disabled people have gone out of poverty on schedule in 2020 has become a priority for China's poverty alleviation work.It is also the only way to build a well-off society and achieve a better life.The low level of economic income and the lack of material resources are the external manifestations of the poverty,and the lack of capability is the inherent source of the poverty for the disabled.This paper summarizes the development process and the existing difficulties of poverty alleviation for disabled people in China.Based on the idea of precision poverty alleviation by General Secretary Xi Jinping,the paper discusses the poverty alleviation work of the disabled in China in the new era from the perspective of capability and discusses the necessity of precise poverty alleviation.The precise poverty alleviation shapes people with disabilities who have certain capability and self-development.Based on this,this article draws on the useful experience of anti-poverty and practical capacity building for the disabled in Singapore and the United States.This paper believes that the key to precise poverty alleviation is to improve the capability of impoverished people with disabilities.According to the degree of disability and the potential for poverty alleviation,the impoverished persons with disabilities are divided into different levels so that targeted poverty alleviation measures can be taken to enhance their ability to resist the risk of poverty to achieve the self-development of the disabled.The issue of absolute poverty for the disabled will end with the arrival of a well-to-do society in 2020,but socialist anti-poverty practice will not end and the risk of impoverishment for people with disabilities will remain.Therefore,the poverty alleviation work must be planned and long-term.In the future,the precise poverty alleviation work for the disabled should be based on the policy orientation of improving the disabled's capability,continuously improve poverty alleviation strategies and build the systems for improving the capability of disabled people to achieve long-term and stability of poverty alleviation.
