A Study On The Poverty Alleviation And Development Work Of Rural Disabled People In Gansu Province

Since the founding of the People's Republic of China,China has established a relatively stable mechanism for poverty alleviation of the rural disabled.And remarkable achievements has been made in poverty alleviation efforts in rural areas,but at the same time,conditions of living,medical care,education and rehabilitation of rural poor people with disability are still far from satisfactory.In accordance with the current poverty standards,there are still more than 20 million rural poor people with disability in China,of which 1,653,800 rural disabled persons in Gansu Province,and among them,about 1.2million are poor and disabled.All in all,further assistance and support are urgently needed from national and social forces to help the rural disabled groups.By reviewing the related literature of Poverty Alleviation and Development of Rural Disabled People,the paper analyzes the policy evolution of Poverty Alleviation and Development of Rural Disabled People in Gansu Province.With the improvement of National Poverty Line and the transformation of rural poverty alleviation work,Gansu Province promulgated the “The Project for Poverty Alleviation and Development of Rural Disabled People in Gansu(2011-2020)”,marking the rural poverty alleviation and development in rural areas has entered a new stage.Which will face many challenges like the high cost of poverty alleviation;dispersion of the poor families;lack of funds,incomplete rural disabled social security system;precision identification difficulties and so on.Yuzhong County is a National-level Poor Country where rural poverty is widespread.Thus,Rural Poverty Alleviation Plan is very representative.This paper analyzes the present situation of poverty alleviation in rural areas according to the collected data which takes Yuzhong County as a research object.Meanwhile,this paper tries to analyze the factors which will effect the rural poverty alleviation work by using factor analysis and regression analysis.By studying these factors,this paper draws a conclusion that the major factors are social security;development environment;social security and service for people with disability;skills training and education.According to the above comprehensive analysis,it is found that there are some problems in the development ofpoverty alleviation and development work of rural disabled people in Gansu province of a new phase.Such as the rural minimum living security system is still not perfect,the rural poor disabled people lack of strong support for the elderly,rehabilitation of rural disabled people,medical service resources and other issues,on its problems The main reasons for the implementation of the poverty alleviation policy is the lack of preference,rural disabled social security protection legislation is backward,the poverty alleviation force is scattered,the disabled service supply is insufficient,etc.,from Giddens positive social welfare thought,income equalization and so on The paper puts forward the countermeasures and suggestions of reforming and perfecting the social security system,improving the social security level of the rural disabled people,promoting the employment of the disabled,actively expanding the channels of fund raising and taking the road of poverty alleviation of the rural disabled people.
