Research On Project Poverty Alleviation Under The Precision Poverty Alleviation Strategy

The comprehensive construction of a well-off society as an important task to achieve the goal of the first hundred years of struggle has long been an important part of the governance of the country.However,the problem of poverty has still been an important issue that needs to be solved urgently.To achieve poverty alleviation of rural population by 2020 is an important goal of implementing a precise poverty alleviation strategy.After the reform of the tax-sharing system,most of China's fiscal funds are redistributed in the form of “projects”,so as to “re-feed” the rural areas.In the promotion of the “five batches” project,the industrial poverty alleviation based on the project system It has become an important topic in the current academic research on poverty alleviation.Through combing the relevant theories of precision poverty alleviation and project system,this paper uses the field research method and literature analysis method to support the theory of governance,inclusive growth theory and endogenous development theory,and lays a solid theoretical foundation for this research.Taking Y village of Lushan County,Henan Province as an example,the field research and case analysis of the village were carried out.By sorting out the poverty situation of the village and the corresponding poverty alleviation effect,the problems arising and existing in the project poverty alleviation process were discussed.Carry out in-depth analysis and deduction,explore countermeasures and outlets for corresponding problems,and strive for the sustainability of poverty alleviation,so as to promote the use of poverty alleviation in the project system,which effectively promotes poverty alleviation and development work in Henan Province and even the national poverty alleviation Industrial development work has certain practical significance.The main content of this thesis consists of five parts: The first part first expounds the relevant background and research significance of the project-based poverty management,and then combs the relevant documents of the project-based poverty management,according to different research perspectives of different scholars.Classification,and a simple review of domestic and foreign literature from its own perspective,but also clarified the research content and research methods of this paper;the second part details the concept and connotation of precision poverty alleviation and project system poverty alleviation,and on this basis Using governance theory,endogenous development theory and inclusive growth theory as the theoretical support of this study to conduct a more in-depth analysis;the third part will present the case of field research,the geographical location of village Y,village appearance,The reasons for poverty alleviation and related poverty alleviation and development work are sorted out.The fourth part comprehensive literature research explains the operation logic of poverty management in the Y village project system,and on this basis,analyzes the problems highlighted by the village in poverty management.The problems arising from the in-depth analysis of the causes of the poverty management problem in the Y village project system;According to the five-part quest listed in Part IV analyzes the problems and causes of corresponding measures and actively looking for a way out of poverty appropriate governance village project system;Section 6 concludes the whole research project and made poor governance in the future.
