Effective salary management and design,as one of the most important links in human resource management and development,is the most sensitive and concerned problem for employees and has great influence for the smooth operation and development of every department.With the development of economy and society,many institutions have new demands on the functions of the department,so that some units have to use a large number of supernumerary personnel.In the mixed units,in-staff and off-staff members are distinct identities,but they have the same work units,work nature and work content,which manifest many contradictions.The most prominent contradiction is about salary treatment.Salary management needs to shoulder more and more responsibilities for public institutions which must smoothly achieve various management tasks and objectives,and fully mobilize the enthusiasm of the in-staff and off-staff members.At the same time,with the deepening of the reform of the institutions,organizational system reformation has gradually become a trend,the demand for optimization of salary management is more urgent.This paper selects the institutions of A as an example,the mixed preparation of personnel salary management scheme optimization is the focus of the study,the use of management and human resources,especially the talent incentive theory,take personally operation and experience,through the actual job interview,collect a lot of theoretical knowledge,case analysis,model analysis and construction hybrid programming talent incentive and compensation management system,a comprehensive analysis of the mixed preparation of personnel salary management under the current situation,and puts forward the methods and measures to solve the problem of security,improvement of the existing salary management scheme,in order to fully mobilize the existing mixed preparation of personnel working enthusiasm,at the same time,enterprises turn to possible trends for each unit to the business management and staff of mixed units,provide a useful reference.
