At this stage,the incentive scheme for government organizations and institutions in China is mainly to provide various types of material incentives such as subsidies for various kinds of subsidies.The incentive scheme system and related supervision and restriction mechanisms are still not perfect.There are few material incentives for institutions and public institutions,and the incentive scheme is not perfect.As a result,the unit's overall vitality and creativity are not strong,and problems such as “scarcity,laziness,dispersal,and floating” have become increasingly prominent.This paper takes A county bureau of finance as the research object,carries on the thorough investigation to this unit's incentive plan,and carries on the optimized design according to the discovery problem,aims to realize the A county finance bureau incentive level maximization.First of all,this paper through field research,select some employees to conduct interviews,and use questionnaires to conduct surveys on all personnel,and obtained more accurate data,found that the main problems existing in the A County Finance Bureau's current incentive program focused on the post incentive potential is not Fully tapped,health protection factors were not fully guaranteed,and incentive factors were not fully utilized.Secondly,combining with the work theory model,demand hierarchy theory,two-factor theory and fair theory and other related incentive theories as the theoretical support,combined with the current status of personnel management,the current problems in the incentive program are analyzed in depth.Finally,according to the actual situation of the A County Finance Bureau and the actual needs of employees,combined with the causes of the problem,focusing on the three aspects of job incentive potential,health care factors,and incentive factors,the current incentive program for further optimization design,and put forward the mechanism and culture And the three aspects of information technology safeguard measures,more targeted to make up for the lack of the current incentive program,and ultimately reached the goal of optimizing design.This paper closely integrates with the actual situation of the A County Finance Bureau.All the optimization measures are based on actual conditions,and have strong practicality and operability.This can not only promote the optimization of the incentive scheme of the staff of the A County Finance Bureau to a certain extent,but also it provides a reference for the optimization of incentive scheme for other government organizations and institutions.
