Research On The Mechanism Of Providing Public Services For Cooperatives

After more than ten years of rapid development,China's cooperatives have gradually shouldered the important mission of building a new type of agricultural production system,promoting large-scale agricultural operations,and realizing agricultural modernization.However,the overall development of China's cooperatives is still at the initial stage of development.The completion of its historical mission faces challenges and difficulties such as lack of endogenous motivation,lack of growth model,and uncertain future directions,and the rural public service system caused by the decline of the rural public service system.Long-term deficiency is one of the important reasons.In view of this situation,under the background of innovatively constructing the rural public service system,using the cooperatives to provide good public service policy guidance,giving full play to the autonomy of cooperatives,and relying on cooperatives as the social subject to provide public services to rural areas.It has become a realistic requirement for the sustained and healthy development of cooperatives and an objective requirement for the reconstruction of rural public service systems.The provision of public services by cooperatives must be examined and examined in social practice.This research conducted a field survey of cooperatives in Nanzhao County,Henan Province and found that the three cooperatives provided by the cooperative,enterprise-led,and government-regulated cooperatives provided public service development models that utilized the advantages of multiple entities and provided public services through cooperatives.The service has achieved good results in industrial development,peasants' income increase,rural stability,and efficient services.In the process,a mechanism for the provision of public services by cooperatives was initially formed.This mechanism demonstrated on the one hand the stimulation of enthusiasm among farmers and the autonomy of the enterprise.Improving the dominance of the government and emphasizing the effectiveness of subject interactions on the one hand,and on the other hand,it also shows the characteristics of diversification of development subjects,differentiation of service contents,and broadening of driving effects.However,subject to the inherent weaknesses and deficiencies of agriculture and farmers,the mechanism of cooperatives in the provision of public services also exposes the insufficiency of the goal of deviation from balance,lack of development impetus,increased risk of speculation,and lack of legal protection.In response to these deficiencies,government regulations play a guiding role in clarifying the multiple roles of cooperatives in the rural public service system,and innovatively constructing the public service system of cooperatives is an effective way to resolve public service supply risks,and improve the provision of public services by cooperatives.The mechanism is a fundamental solution.The provision of public services by cooperatives is characterized by innovation,comprehensiveness,systematicness,and professionalism.The improvement of the provision of public service mechanisms for cooperatives cannot be achieved without the coordinated promotion of internal and external mechanisms.On the one hand,perfecting the external mechanisms for the provision of public services by cooperatives must have corresponding policy support mechanisms.It is necessary to strengthen policies and regulations to ensure the standardization of the supply of cooperatives,and to increase the supply position of cooperatives and give play to the advantages of cooperatives.It is even more necessary to urge the government to purchase services to stimulate the enthusiasm of cooperatives.At the same time,to improve the external mechanisms for the provision of public services by cooperatives,a clear functional docking mechanism should be established.The scope of government duties should be clarified to ensure that cooperatives supply their rights and interests,relying on support services for agricultural projects to increase supply efficiency,and set up special funds to ensure the settlement of cooperatives.Supply worries.On the other hand,the internal mechanism for consolidating the provision of public services by cooperatives should focus on cultivating endogenous driving mechanisms,accelerating the promotion of independent development capabilities of cooperatives,and boosting the ability to ensure that risk sharing reduces the public service supply risks of cooperatives and realizes benefits.Sharing stimulates the vitality of cooperatives.Moreover,to consolidate the internal mechanisms for the provision of public services by cooperatives,it is also necessary to ensure effective participation of multiple entities,and to constantly strengthen its own efforts by insisting on the orientation of the service needs of multiple entities,giving full play to the autonomy of cooperatives,and establishing service systems for cooperatives.Attractiveness ensures the democratic,scientific and effective public service provision.
