With the quickening pace of urbanization,the urban area is rapidly expanding in our country.This situation is apparent especially with the rapid development of urban construction in the 21 st century.The planning of new town gradually makes the old town become a "forgotten" land.Aim to construct the new town,Governments at all levels invest a lot of manpower,material and financial resources but stop inputting anything and lose sight of the old city town.Thus their future development fell sharply,lead to its economic development weaker and weaker.There are full of backward infrastructures and obsolete or snubbed blocks.Ignored by the local municipal government,the old city government faces financial difficulties incapable of coming up with more money to invest in the city construction and improvement of the environment.Other investors are pessimistic about the old town development,less willing to put more money into the old city so that these place is more and more backward.The old city has no other way to maintain and develop,only rely on their own resources for development and construction.With a wave of urban construction in the whole country,the real estate taxes and related fees become an efficient last way to maintain the normal operation of revenue.But these is only a helpless approach like an old cow pulling a new vehicle to maintain the operation of government agencies.Real estate finance became the main support of the old district finance,which heavily influence the governance ability of the corresponding level government.The article selects WeiBin,an old district of Xinxiang city as a typical case study.To collect the real data,we conduct field investigations and indepth interviews to related departments with the literature analysis and theoretical analysis.WeiBin district is located in the southwest of Xinxiang city,where the city is dated from here.However it is declining in recent years.There are many outstanding problems,including the problems of real estate financial which influence the governance,the residents' life quality and the social governance with a greater impact.Although the real estate industry stimulates economic growth,better city appearance,improve living environment and expand labour employment,at the same time it caused increasingly many negative issues which also greatly limit the corresponding level government to play a perfect role.The article beginning from the real estate industry of our country,the financial system,the real estate finance and the government management ability,which plants Xinxiang city into our social background,firstly analyzes the problems of real estate financial reasons in WeiBin district,positive role and negative effect.Secondly,the paper analyzes the influence of the real estate finance to the governance ability of the district.In the comparison,the study uses for reference to the domestic and foreign advanced experience.It discusses the contribution of the real estate finance for the government to provide basic public services and public goods.Then,the article probes the influencing mechanism of the real estate financial in the old city area impacting on government governance abilities,in the mean time analyses the plight of the old city district government management ability,finally puts forward the path to solute the real estate financial problems and enhance the capacity of government governance.With the current rapid economic development in our country and the process of rapid urban construction,real estate financial problems generally impact the old city government governance ability.In order to solve the related theory and reality problems,hoping this research can play the role of the topic.
