To Analyse The Prevention Of Duty Crimes In China's Targeted Poverty Alleviation Work

In the report of the 19 th National Congress of the Communist Party of China,having reviewed the work in the past five years,president Xi Jinping announced that the fight against poverty has obtained decisive achievements,with more than 60 million impoverished people have overcome poverty stably and the poverty incidence has fallen from 10.2% to less than 4%.The policy of targeted poverty alleviation innovatively proposed by Chinese communist party has written the greatest story in the history of human's fighting against poverty with the achievement of reducing more than 13 million impoverished people each year,and has won high praises from international communities.Currently,our anti-poverty project has entered a crucial period of cracking a hard nut,which the rest of impoverished population mostly living in regional places where have poor natural resources and bad transportations.In those areas,the poverty levels are deeper,and the difficulties of people getting rid of poverty and becoming better off are greater;also,the cost of supporting is higher.Hence,the best choice is the policy of targeted poverty alleviation.It is the right choice made by the party and country.However,some staffs cannot implement the policy properly;instead they abused their power and committed duty crimes,which has undermined the people's egitimate interests.Some also encroached on state property which damaged the images of the party and government.Chinese government insists on fighting against both tigers and flies and won't let off any corruptions or bribes.This essay concludes the current characteristics and trends of duty crimes during the targeted poverty alleviation work by studying typical cases,and puts forward its own ideas on the reasons of high ratings of duty crimes at grass-roots levels and suggestions on how to prevent and punish them.The author believes that preventing duty related crimes in targeted poverty alleviation should be carried out in many aspects.For example,we should persist in using legal thinking and methods of rule by law and improve supervision mechanism.To prevent such crimes,we should also improve the legal service system in poor areas,deepen legal publicity,and increase the costs of crimes.The targeted poverty alleviation is related to whether our country can build a moderately prosperous society in all respects by 2020,and we must put more focus on targeting the duty crimes in it.
