Discussion On Strategy Choice Of The End Of The Household Registration Policy In China

Since 1958, the dual household registration policy in China has been established. It goes through the stage of formation, consolidation and reformation. The reform of household registration policy in current stage has been identified as "paste a patch", which made no substantial progress. It was until July 2014 when China abolished the difference of rural and urban household registration, the reform of China dual household registration policy has taken a substantial progress.But the current household registration policy has generated many negative effects in economic development, new-type urbanization construction, public service, equality of welfare, social identity inequality, etc. The substance of its duality has not changed, And the study of current household registration policy has a profound significance.This paper considers that the reform of a series of household registration policy in current China is an event that ends dual household registration policy in ways of policy retrenchments and policy alternatives. this paper first proves the feasibility of the theory in analyzing problems in policy termination, Then based on the implement effect of China dual household registration policy,It aims at further understanding the related issues in dual household registration policy termination. This paper applies the theory of Multiple Streams analysis framework to explore the issue in four streams respectively, which are problem stream, policy stream, political stream and policy windows. this paper starts from the four streams in the theory of Multiple Streams, analyzing the dominant of dual household registration policy in problem stream, contents of dual household registration policy in policy stream, political atmosphere and key opportunity of policy termination in political stream, thus to explain the numerous problems generated by dual household registration policy and the inevitability of its termination. At last, this paper proposes several strategic choices for the termination of China household registration policy:catch the core contradiction in problem stream and focus on solving it; guide the policy trends in policy stream to reach policy consensus; create favorable political environment to promote the process; seize the policy windows to promote the policy termination.
