Research On The Implementation Of The New Policy Of Household Registration In Xi'an

In the report of the 19th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out:"Talent is a strategic resource for realizing national rejuvenation and winning international competition." Talents as the first strategic resource is to promote urban innovation and development,improve urban competitiveness and vitality,and realize The key elements of a blueprint for urban long-term development.Xi’an is currently in the golden period of national central city construction,"Belt and Road" construction,and international metropolis construction.The development of Xi’an requires people and talents.In order to absorb more talents and inject new vitality into the development of the city,the Xi’an Municipal Government issued the "Opinions on Further Encouraging Talents to Relax Part of the Conditions of Household Registration in the City"on January 22,2017,known as"The most relaxed household registration policy in Xi’an history".Since the implementation of the New household registration policy,it has achieved remarkable results in attracting population and talents,but there is still a certain gap with Xi’an current development goals.The key to achieve the desired policy results is effective implementation.Therefore,it is necessary to research on the problems existing in the implementation of the Xi’an new household registration policy.This paper takes the Xi’an new household registration policy as the research object,selecting the Smith model as the analysis framework of this paper,and starting from the four factors that influence the policy implementation of the idealized policy,implementing agency,target group and policy environment,and deeply analyzes the implementation of Xi’an new household registration policy.Problems in the process and the corresponding optimization path.First of all,it introduces the implementation of the Xi’an new household registration policy,including the background of the Xi’an new household registration policy,the content of the new household registration policy and the results achieved after implementation.On this basis,combined with the four elements of the Smith model,and through questionnaires,interviews and other research methods,the main problems in the implementation of the Xi’an new household registration policy are:the household registration new policy supporting policy is not strong;the executive capacity of the organization needs to be improved;the sustainability of the target group is insufficient;the population increase does not match the public service capacity.According to the above problems,this paper analyzes the existing problems by means of the analysis framework of the Smith model.First,from the analysis of idealized policy factors,the systemic of the household registration is not strong and the attraction of the new household registration is not enough;the second is the analysis of the factors of the executive agency,mainly the lack of communication and coordination between the departments,and the administrative ability of the executives is not high.And the implementation mechanism supervision mechanism is not perfect;the third is the analysis of the target group factors,mainly the target group policy recognition is not high and the target group interest appeal is not fully satisfied;Fourth,the analysis of policy environmental factors,mainly the economic environment needs further optimization and the social psychological environment is not mature enough.Finally,after analyzing the reasons for the implementation of the Xi’an household registration policy,combined with the actual situation of Xi’an,this paper proposes a targeted optimization path for the future implementation of the Xi’an household registration policy,namely:Realizing the idealization of the new household registration policy and improving the execution of the executing agency;Improving the satisfaction of the target group and creating an enabling policy enforcement environment.The innovations of this paper are as follows:First,the topic is novel and closely integrated with social events.Since 2017,new household registration policies have been introduced throughout the country to attract talents.Xi’an is not only the first city to join the "people’s battle for contention",but also attracted a large number of talents.Therefore,the study of Xi’an new household registration policy has a strong typicality.Second,the research perspective is novel.Throughout the domestic scholars’ research on the household registration policy,most of them focus on the defects of the household registration policy itself,but rarely pay attention to the problems in the implementation of the household registration policy.This paper combines the classic Smith model to study the household registration policy from the perspective of policy implementation,which is another major innovation of this paper.
