| In 2015,the publishment of the[2015]4th document of The CPC Central Committee's Suggestions on Strengthening and Improving the Party's Mass and League work and the CPC Central Committee's conference about mass and league work,opened the prelude to the reform of the Communist Youth League(CYL).By the end of 2017,the Central Committee,the provincial committees and the municiple committees of CYL successively formulated the reform plan and promoted corresponding enforcement.From 2018,the reform will extend to the primary-level organizations that are below the district level to eliminate both the "four tendencies"(mechanize,administerization,nobility and entertainment)and the "four shortages"(lack of authorized strength,clerks,funds and sites).With the continous deepening of reform and opening-up,and the continous consummation of municipal functions,street communities become an important level for comprehensive city governance.More and more people who belonged to working units transform to social individuals,and non-government economic organizations and social organizations emerge and develop.This quickens the inter-city mobilty of young people and a good number of youth gather to live in the communities.The street communites have become,for the Youth League,key areas to connect extensively with the young population,an important vehicle for thoroughly coordinating social resources,and essential grounds for regularly holding various activities.With the continuous improvement of urban community management system,the subdistrict office has been an important level of urban administration,which carries a lot of social functions.District departments,enterprises,schools,commercial institutions,etc.form the basic unit of the city's operation.Various youngsters gather to live in communities,and subdistrict communities become the important organization for CYL to connect youths,the important working carrier to pooling social resources and also the important space to launch activities.After the 17th CYL National Congress,the Central Committee is determined to promote the regional construction,highlight the fortress function and pivotal role of the subdistrict communities,break the boundaries among occupations,hierarchies and system of ownership,and strengthen and perfect working-net led by the Committee,which is combined organically by youth service space,diverse youth associations and youth social service institutions.This is the regional overall work pattern of regional organization co-construction,resource sharing,position use in common,working linkage,and the formation of grid management,positional service,socialized operation and functional development in Xi'an.Wuhan has overall took actions on regional construction of the CYL since 2014.The subdistrict commission took the lead in establishing the regional Youth Work Co-Construction Committee,and absorbed non-public economic organization and social organization widely,then motivate the transformation from separate working to overall operation of organization;and set youth spaces and built platforms for colleting resource in communities so as to make regional resource profitable;and disposed one youth affair social worker for every subdistrict commission,eventually strengthening the working forces at the primary level effectively.All these measures laid the foundation of promoting the regional construction of the CYL by using social work methods.Meanwhile,the problems like inadequate coverage of organization,low degree of resource sharing and holistic inactive at present,also provide opportunities for promoting the regional construction of the CYL by using social work methods.This article takes Wuhan as the case,which uses the methods of literature research,empirical research,questionnaire survey and in-depth interview,etc.It sorts out the experiential practices and typical cases of launching the regional construction of the CYL in Wuhan,analyzes the outstanding problems and causes of the current work of the regional construction,and demonstrates the importance and feasibility of promoting the regional construction by social working methods.At last,it also puts forward some countermeasures and suggestions on how to use professional social working methods to promote the regional construction of the CYL. |
