“Political and Economic Separation”,also called “Separation of Politics and Economy”,that means some rural areas clarify the relationship between collective economic organization,village party committee and villagers committee to stimulate the economic vitality of the village collective and raise the level of public service in these areas.“Political and Economic Separation” is a new understanding and exploration of rural collective economic system and social management of rural grass-roots in recent years,involves many changing elements and structural adjustments at the Economic and political aspects,etc.As a successful case of transformation of rural collective economic system and innovation of rural grass-roots governance in Jiangsu Province,“Political and Economic Separation” in S street,combines the theory of government services and social governance with the concrete practice of comprehensive rural reform,has good theoretical value and practical significance.This thesis uses the methods of literature,depth interview method,and case studies and combines Structural Functionalism of Parsons,explains the internal structure and functions of “Political and Economic Separation” in S street,so as to reveal the dysfunctional problems in this system.and put forward some suggestions.Specifically,this thesis mainly consists of following six chapters: The first chapter is about concept definition and basic theory.At first,we define the basic concepts of “Urban Migrant community” and “Political and Economic Separation”,and then introduce two basic theories of this study: New public services and Governance theory.The second chapter is about the general description of “Political and Economic Separation” and the case of S street.At first,this paper Combing the history of rural collective economic system and rural governance in our country,and then briefly introduces the background of “Political and Economic Separation” in the S Street,Suzhou City.The third chapter analyzes thestructure of “Political and Economic Separation” in S street.Specifically,income and expenditure distribution corresponds to “economic system”,collective economic organization reform corresponds to “political system”,Community,residents and social organizations' participation correspond to “social system”,identity of the residents and community culture correspond to “cultural system”.The fourth chapter focuses on the analysis of the four functions of “Political and Economic Separation” in S street,and draws a conclusion that these functions all have varying degrees of maladjustment.The fifth chapter puts forward some suggestions to solve the above problems,that is,to improve the adaptive function,improve the function of achieving goals,enhance the ability of social integration,and enhance the mode of maintenance.The sixth chapter summarizes the achievements and defects of “Political and Economic Separation”,and emphasizes that China's Central and Western Rural Areas do not have the conditions for reform now.
