Since the participatory budget appeared in Wenlin,Zhejiang Province by the form of “ Democratic Conference” in 2005,more than 10 provinces,cities,regions in China,have conducted the participatory budget reform by different forms successively.However,so far,the participatory budget reform has not been practiced nationwide,which is bound up with public's different cognition of the participatory budget.In other words,the participatory budget lacks legitimacy foundation.Just as J.Habermas pointed out in Communication and Social Revolution that legitimacy means the value that a political order is recognized and practiced by the public.The public's recognition and support of the participatory budget reform is just where the legitimacy from.According to the demographic character and the theory of co-governance,this study divided the social subjects involved in the practice of participatory budget reform into four categories: government agent,community worker,social organization,the public.And then,put forward different social subjects' cognitive preset respectively.Through empirical investigation and statistical analysis,we found that:(1)as far as different social subjects' cognition of the participatory budget,although all social subjects have a positive attitude to the participatory budget,their understandings are far less than what they should.(2)as far as the participatory budget's participating model,based on that different social subjects have different cognition of the participatory budget,it is found that government agents and community workers have a better understanding and a high cognition of the participatory budget than the public.(3)as far as social issues,employment and government officials' corrupt are particularly acute.(4)elderly group are the main supporters and participants of the participatory budget.(5)educational background has no significant effect on the participatory budget's cognition.In order to promote the participatory budget reform into practice successfully and smoothly,and be implemented nationwide,we just put forward the following suggestions:(1)extended publicity and strengthen communication among different social subjects,especially expanded the public's cognitive depth and breadth of the participatory budget reform.(2)increased the political participation ability of elderly group,and awaken young people's consciousness of political participation.(3)accelerated the legal construction of the participatory budget reform,formulated the operational mechanism of the participatory budget reform,made political participation in a real term,guaranteed participating orderly and eliminated formalism.(4)taken the opportunity of the participatory budget reform to promote the construction of new community.
