Study On The Improvement Of Chinese Participatory Budget System

With the deepening of the concept of public finance,the countries of the world are actively exploring the better path of realization of budget democracy.Participatory budget expand civic participation in process of the budget,which is a major innovation in the budget management model,meanwhile,it's a vivid example of strengthening grass-roots democracy.Actively promoting the construction of participatory budget system can not only help citizens to participate in political rights to achieve,but also help to improve the level of government governance,promote the establishment of the sunshine government,the rule of law government.In recent years,China has begun to practice participatory budget in many areas,it has achieved good results for the citizens in the substantive impact on budget decision-making,improving the transparency of government financial,and promoting the optimization of public resources and other aspects.However,limited to the lack of knowledge of participatory budget theory and the imperfect system construction,it still faces a certain development dilemma.In view of this,how to improve the participatory budget system in China in-depth study has a strong theoretical and practical significance.In the research structure of this paper,firstly,the author explains the concept and characteristics of participatory budget and summarizes the value of participatory budget,and explain the participatory budget theory from the perspective of political science,economics,law.Secondly,the legislation status of participatory budget system in our country is combed and the effective system experience is extracted from the practice of Wenling,Wuxi and Jiaozuo,so as to summarize the development dilemma of participatory budget system in our country.Thirdly,select countries such as Brazil,the United States,France,which are more advanced in the budget democratic practice,to introduce the experience of the three countries and draw the corresponding enlightenment.Finally,based on the reality of our country,this paper puts forward the countermeasures and suggestions to improve the participatory budget system in China from five aspects:1.To guarantee the right of citizen participation includes the four levels,enhancing citizen participation awareness and ability,enriching the way of citizen participation,limiting the level of citizen participation,and protecting the right of specific groups.2.Improve the government leading system of participatory budget,improve the service consciousness of the government,and clarify the responsibilities of the government in the participatory budget.3.Improve the supervision system of participatory budget,utilize the supervision of the NPC,improve the independence of the audit institutions,and strengthen,the social supervision power.4.Improve the public system of participatory budget,strengthen the legal support of the budget,standardize the content of the public budget,and improve the way of budget openness.5.Make suggestions for the relevant specific system,including hearing system,consultation system,debate system,evaluation system.
