Research On Policy Innovative Diffusion Of Policy Pilot-Promotion

Policy innovative diffusion theory originated from the west,since the 1960's emerging study field of public policy,it provides a new perspective of research to explain "black box" in the process of political-making.However,the study of China's policy process theory was relatively late,and scholars first interpreted foreign works and applied theories to explain relevant phenomena.Since then,we focus on the mechanism of localization policy process.As one of the key words in the study of China's policy process,"pilot-promotion" is the most widespread and pervasive diffusion program of local governments.In the past four decades of reform and opening up,the methods and means of "pilot-promotion" have become more and more diversified,mature and regularized.Based on the water pollution governance policy "River Administrator System" as an example,the whole process is divided into three periods:the provincial government level absorption-radiation period(2007-2012),cross-regional learning reproduction period(2012-2016),the comprehensive promotion period(2016-present).At the same time,quantitative analysis is carried out from the time and spatial dimension by using the collected River Administrator System text: the cumulative adoption number of the policy in the time dimension presents the characteristic of S curve;the diffusion direction in the space dimension has horizontal diffusion and vertical diffusion.Further analysis is made on the reasons why the new policy or the new project adopts the priority of innovation,how to spread,the speed of transmission and so on.Among them,internal factors include policy entrepreneurs and local economic development level;External factors include the needs of specific public problems,the inter-governmental relations of Chinese characteristics(the responsibility system of administrative chiefs under the leadership of the party committee)and the attributes of innovation itself.Therefore,it is necessary to expand and revise the theory of western policy diffusion to adapt to the process of localization of Chinese public policy.This paper argues that the pilot-promote is the process of Chinese local government policy innovation and diffusion,is a kind of multi-level interactive diffusion model,the vertical grid,it follows partial linear logic — legitimacy recognition—the spread of organized in the process of innovation and diffusion.
