Evaluation About Urban Data Open Platform Based On Data Envelopment Method

Under the background of the opening government data,Shanghai's construction of the first city-level government data opening website was launched in 2012,which opened the way for the opening of China's urban government data.The data of China's urban government is opening on websites as an opening platform for data.In the recent five years of development,there are nearly 20 government data opening platforms in China.However,there are no data open platform construction standards.Previous studies have paid more attention to the essence about government data,such as number and quality of opening datasets,but the efficiency of openness based on data at the platform level is seldom involved.The evaluation of the open platform efficiency can clarify the construction and use of the data open platform that has been operated,and optimize the construction of the government data open platform by understanding the actual situation.This study uses the DEA analysis model that has been very mature in terms of efficiency evaluation to evaluate the overall efficiency,pure technical efficiency,and scale efficiency of the open data websites of 13 cities in China.Evaluate indicators Comprehensive analysis data Open evaluation indicators and website performance evaluation indicators,set the number of 6 input indicators ie number of web objects;connectivity rate;total number of pages;number of non-repetitive connections;download time;website content,1 output indicator for download the amount.In the assessment process,first,each index is obtained at a uniform time for each evaluation sample,followed by standardization of the evaluation indicators of each of the 13 evaluation targets obtained by each evaluation index,and finally,data is used by DEAP 2.1 software.The process of this research overcomes the subjectivity,ambiguity and dynamic variability of the assessment.The assessment results show that the overall open efficiency of the data opening site of 13 cities in China is only relatively effective for one website,accounting for 7.6%of the total number of assessment sites,and the overall operating efficiency of the other 12 websites is invalid.Through the analysis of the results of 13 websites'pure technical efficiency and scale efficiency evaluation,the government has raised the awareness of open government data,reasonable resource allocation,and data-oriented openness for the construction of local urban government data open platforms.Provides opening website optimization guidance for the websites that have already been established and operated,and provides construction planning guidance for the unopened city government data open website.
