Research Of Bid Evaluation Model For Electric Power Construction Project Based On Data Envelopment Analysis

Construction project bidding is a general project exchange mode and a main project competition mode in market economy. Bidding-evaluation and decision are important and determinant part in construction project bidding. Studying electric project bidding model, especially scientific decision method of biding-evaluation, has great significance. This can make project bidding process be scientific, automatic and transparent. It also increases objectivity and equity and guarantees publicity, justice, impartiality when choosing the winner. It can protect the benefits of both sides and prevent corruption. Certainly, it can increase the quality of project bidding. This paper deeply researches on biding-evaluation methods of electric project bidding for application. Firstly, we review the actuality of biding-evaluation and decision theory and data envelopment analysis. We also compare several main biding-evaluation methods in modern bidding business, which are the marking means, logical price appraisal, lowest price choosing, and logical price range, complex price and choosing scheme. At the same time, we get the merits and application condition of them. Then according to the condition of Shanxi international power group, we sum up the steps of electric project bidding, biding-evaluation, expert biding-evaluation and the means of biding-evaluation. Based on all of them, we analyze the actuality and problems of biding-evaluation in this group. According to studying the electric project biding-evaluation and decision procedure, we think it is an integrated evaluating procedure for intricacy system and several targets because it has the character of many factors and variables, influenced easily by people. So we apply data envelopment analysis to it. This paper introduces the basic definition and model of the data envelopment analysis and constructs the model. At the same time, we conclude steps in using this model to biding-evaluation. Then based on the resource and the regulation which is the temporary management means for electric project bidding of Shanxi international power group, we divides elements of influencing project results to price, quality, schedule and social credit standing of contractor. We construct index system based on analyzing the contents and meanings of them. At last, we test means and effect of this model in application based on an example of electric project.
