Evaluation On Service Of Long-term Care Facilities Established In Baoding City By Non-government Based On Data Envelopment Analysis

[Background] With the aging of population in our country, the situation of large scale, high degree, rapid development speed and advancing economic development level presents, and pension service demand is more and more strong, but meanwhile the traditional home care is difficult to fully meet the diversified and multi-level needs of the old-age. With the rapid increase of the number and size of pension institutions, pension institutions have become the important component of China's social pension service system and are playing the basic supporting role. How to scientifically evaluate long-term care facility service efficiency, improve the pension institutions in the management mechanism, realize resource effective disposition and reasonable use, scientifically layout structure of input and output, improve the quality and level of service, have become a common concern of government departments, social, and long-term care facilities, but the current domestic academic circles have not carried out extensively and thoroughly, and based on the input and output of views of long-term care facility, the comprehensive researches on service efficiency and its influencing factors are still very rare.[Objectives] Through the empirical research of Baoding city long-term care facility, understand long-term care facilities in the city services status and level, analysis and evaluation of long-term care facility service efficiency, explore the key factors affecting the efficiency of service, puts forward the related countermeasure and measures, in order to improve the long-term care facilities in Baoding city raise service quality and efficiency to provide a scientific basis. At the same time, provide a reference for other similar cities in development of long-term care facilities. At present, the domestic research on the service efficiency of long-term care facility is still rare in China.[Research methods] Collected data of 2013 annual statistical statements, Baoding City, Hebei Province Bureau of civil affairs, through literature review, expert consultation method to design a unified questionnaire, the census was conducted in Baoding City Jingxiu district and lotus pond area in all of the 23 long-term care facilities. Using statistical methods to analyze long-term care facility services provide status and level, using data envelopment analysis, through C2 R and BC2 model, from two angles of input and output evaluation long-term care facilities comprehensive technical efficiency, pure technical efficiency and scale efficiency, of Baoding city 23 long-term care facility service efficiency of comparative analysis; using Tobit regression model analysis of the factors affecting the efficiency of the service.[Results] 1, Long-term care facility supply situation and level: 23 long-term care facilities surveyed by social office based, bed size growth in nearly three years, more than half of the endowment institution beds scale in more than 150; occupancy for the elderly to semi self-care and totally unable to take care of the elderly, occupancy rate of over 3 years maintenance in about 60%; grossly inadequate staffing, elderly nursing staff showed an overall quality is low, older age, low education, the flow of large features, lack of professional nursing skills for the elderly; most long-term care facility can provide basic accommodation and daily life care; entertainment and fitness facilities is relatively single, insufficient supply; medical care service insufficiency. 2, Baoding city long-term care facility service efficiency: the average comprehensive technical efficiency of Baoding pension institutions is 0.987, below the front face of the effective production, 65% of the long-term care facilities comprehensive technical efficiency of DEA is invalid. Pure technical efficiency, the average value of 0.994, and the scale efficiency of 0.993 basically the same, there are 52.2% of long-term care facilities in the scale of increasing returns, 9.1% of long-term care facilities are in the stage of diminishing returns. 3, Baoding city long-term care facility service efficiency factors: Tobit regression results show that the type of long-term care facilities and the number of management personnel is the impact factor of long-term care facility service efficiency.[Conclusions] Baoding City, the majority of services to meet the supply of basic long-term care facilities for the elderly basic accommodation and daily life care, entertainment and fitness facilities are single, lack of medical care service supply. The municipality social endowment service efficiency remains to be further improved, there are varying degrees of input redundancy and output deficiency problems, it is recommended to related long-term care facilities further reasonable effective allocation of resources, human, financial, and material form the best combination, enhance the management level, enlarging the organization management personnel team.
