Research On Promoting The Integration Of Peasant Workers Into The City From The Perspective Of The Integral Household Policy In Guangzhou

With the development of social economy and the improvement of the agricultural modernization,large-scale rural surplus labor has entered into urban employment and life.They have made positive contributions to the development of urbanization and modernization in China.However,due to the influence of the urban-rural dual division and governance system,which has been implemented for a long time in our country,the actual urban integration of migrant workers in our country is not ideal,and they cannot be used in housing security,children's education,and social security.Medical security and other aspects enjoy the same benefits as urban residents.the essential characteristic of the floating population problem is that the household registration system of our country and the public management and social service system based on it.Unreasonable results in the social integration of the floating population,the difficulty of safeguarding their legitimate rights and interests and obtaining equal status in the labour market and public administration and social service system." In order to realize the long-term and stable development of the city,it is necessary to give the alien population fair treatment and guarantee their equal rights.In addition,we should try our best to eliminate the estrangement,strengthen integration and promote the construction of social harmony through government policy guidance and encouragement.The 18 th CPC National Congress,19 th CPC National Congress report and 2018 government work report all pointed out clearly that we should promote and accelerate the urbanization of agricultural transfer population,improve the quality of new urbanization,and strive to realize the cities and towns.Basic public services permanent population coverage.Therefore,it is an important guarantee for migrant workers to get citizenship status,enjoy citizen treatment and provide effective public policy supply to promote the integration of migrant workers into the city,and the urban integration policy is an important content.It is of great significance to promote the integration of migrant workers into cities,to realize the coordinated development of urban and rural areas,and to further promote urbanization and modernization by constantly perfecting the policy of integral entry into households.This article is mainly guided by social integration theory and public service demand and supply theory,and focuses on the policy of promoting the integration of urban migrant workers in Guangzhou.The main contents are as follows: first,theliterature on the integration of migrant workers from the economic,social,cultural,psychological and other aspects has been combed.This paper explains the core concepts of migrant workers,urban integration and integration policy,and expounds the theory of social integration,the demand for public services and the supply of public services.Secondly,it analyzes the main contents,characteristics of the integration policy and its positive role in promoting the integration of migrant workers into the city.Thirdly,it analyzes the practical obstacles and the causes of the integration of migrant workers in the city.Fourthly it introduces the domestic Shanghai,Nanjing,Tianjin and other similar cities to implement the integration policy,to promote the integration of migrant workers into the main experience of the city.Finally,the paper puts forward the countermeasures to improve the integration of the household registration policy in Guangzhou City.
