Evaluation Of The Policy Effect Of Migrant Workers Returning Home To Start Their Own Businesses In Meishan City,sichuan Province

China’s reform and opening up has entered a new era.As part of the burgeoning tide of innovation and entrepreneurship,migrant workers returning home to start their own businesses are increasingly becoming an important driving force for China’s economic and social development and rural revitalization.With the deepening of the concept of equality between men and women,and the increasing improvement of the guarantee system of women’s employment rights and remuneration,female entrepreneurship has become an important force in this wave of migrant workers returning home to start their own businesses.It is one of the important measures to promote the equality between men and women,safeguard the legitimate interests of women and promote the harmonious development of society to promote female entrepreneurship,especially female migrant workers returning home to start their own businesses.In this paper,using the gender theory,theory of public policy evaluation theory and entrepreneurship policy tools,based on the perspective of women migrant workers,to research of meishan city home business women migrant workers,to understand meishan city home business women migrant workers to return home entrepreneurship policy evaluation and demand,on the basis of the analysis of meishan city,problems in the process of policy formulation and implementation.The study found that female migrant workers in Meishan city had low policy awareness,general satisfaction,low overall policy evaluation,inconsistent policy content and actual needs of female migrant workers,lack of implementation supervision mechanism and social gender awareness,and inadequate development of policy implementation environment.Through the concrete analysis of meishan city migrant workers return home entrepreneurship policy effect the cause of the poor,combining the theory of social gender perspective and entrepreneurship policy,in line with theexcitation more women entrepreneurship,improve the survival rate of start-ups,cultivate entrepreneurial atmosphere,such as purpose,from optimization of migrant workers return home entrepreneurship policy content,strengthening the government supervision mechanism and social gender consciousness,optimize the environment of entrepreneurship policy and building the government supporting service guarantee mechanism and so on four aspects,put forward specific Suggestions on migrant workers return home entrepreneurship policy optimization.Based on the case study is given priority to,based on the perspective of women migrant workers,to try to evaluate the effect of the migrant workers return home entrepreneurship policy,but in this study,selected samples with a certain regional limitation,to the national assessment of the integrity of the migrant workers return home entrepreneurship policy effect still need samples for men and women all over the country.Therefore,further and more in-depth research is needed to analyze the effect of the policy of migrant workers returning to their hometown and starting businesses from the perspective of social gender theory.
