The Application Of M-government In The Supervision Of Public Elevator

With the development of social economy,the annual number of elevators is increasing by more than 10%,the traditional elevator site inspection mode is more and more difficult to achieve full coverage inspection.With the growing needs of the people's better life,the traditional passive government service mode which mainly based on government service hall and government website is becoming more and more unable to meet the requirements of the public service,the traditional ledger supervision mode which is based on checking the safety management and maintenance records of the elevator is becoming more and more unable to meet the public safety requirements.With the maturity of mobile communication and wireless Internet technology,the user of mobile equipment in China has basically covered peoples of the right age.As the product of the development of e-government,mobile government has mature technology and application conditions,and has become an important way for the government to provide multiple public services.This paper uses literature research and interdisciplinary research,combined with the research and investigation of the case of elevator supervision in Panlong District,On the basis of the theory of public management and electronic information technology,this paper envisages the establishment of a Mobile government system to realize the whole process supervision of safety management,maintenance and emergency rescue for public elevators,and studies the influence of the mobile government on the optimization of government process,the construction of the service-oriented government and the reduced social transaction cost.This paper tries to promote the application of mobile government means in the field of public elevator supervision.Specifically,the research of this paper mainly includes:(1)The development way and development stages of public elevator supervision and mobile government are clarified.This paper makes a comparison of multiple e-government platforms for public elevator supervision in China.(2)This paper analyzes the importance and difficulties of public elevator safety supervision,puts forward a comprehensive mobile government system of public elevator supervision to solve problems,and defined the connotation of mobile government for public elevator supervision(3)Based on the current situation of public elevator supervision in Panlong District,Kunming,combined with the official data and the work experience of the government departments,this paper analyzes the general problems existing in the supervision of public elevator safety.This paper explores the countermeasures of mobile government for public elevator supervision to solve problems,such as chaos in the elevator maintenance market,the lack of responsibility of building user,unawareness of the elevator user and the dilemma of law enforcement.(4)This paper expounds the way of implementing public elevator supervision in mobile government,studies the interaction mode and transaction process of mobile government,analyzes the functions that can be realized by the system.(5)Research on public service under the mobile government.By compared the mobile government with other traditional government affairs,this paper holds that mobile government contributes to the public and enterprises participating in social governance of public elevator safety.This paper also maintains that mobile government promotes the transformation of government function to service-oriented government and the development of government structure delayering,and the basic information sharing brought by the mobile government will also reduce the social transaction cost.At last,the conclusion is drawn that the application of mobile government can optimize the process of government affairs and improve the efficiency of government work.(6)Put forward the development of mobile government in the field of public elevator supervision.
