Research On Reforms Of Nantong City Government's Comprehensive-Law-Enforcement System

Reform in the system of comprehensive administrative law enforcement,as an important component of China's political system reform,plays a key role in rule of law and service-oriented government.In China,it has undergone two decades' development and made great progress.Especially since the 4th Plenary Session of the 18th CPC Central Committee,reform in the system of comprehensive administrative law enforcement has entered into a new stage,with 138 national pilot cities carrying it out simultaneously to explore a new way of law enforcement in which law enforcement agencies are integrated with local-government,relevant forces are unified and related methods are standardized.It aims at setting up an administrative law enforcement system in line with China's national conditions and requirements of economic and social development.This paper first introduces the background and significance of the research on comprehensive reform of administrative law enforcement system,starting from domestic and foreign literary review.It is clarified that the comprehensive administrative law enforcement,as a unique one originating in China,is created domestically and guided by advanced western theories as well.Next,the author elaborates on related concepts and the development of Chinese government comprehensive administrative enforcement system,so as to briefly present its definition,targets and achievements.Afterwards,the author takes Nantong City of Jiangsu Province as example and conducts analysis in terms of major targets,measures and results in the new era when Nantong is appointed as a pilot city for reform of comprehensive administrative enforcement system.Three representative areas of main practice have been introduced then,namely market supervision,city management and environmental protection.Subsequently,the paper summarizes and analyzes the problems existing in Nantong's pilot reform of comprehensive administrative law enforcement and expounds their causes.In order to find a more suitable road for Nantong,the author selects Yiwu City of Zhejiang Province,Anshan City of Liaoning Province and Kunshan City of Jiangsu Province as objects for analysis according to economic degree and reform time,in order to gender inspiration for Nantong City.At last,this paper absorbs experience from cities nationwide,especially the pilot city Nantong and puts forward measures for improving the comprehensive administrative law enforcement from four perspectives,namely agency specification,allocation of power,establishment of a unified system and encouragement of public participation,in order to provide reference for our country's present comprehensive law enforcement work.
