With the popularization of public awareness,the development of vulnerable groups has begun to receive attention.As a disadvantaged group,people with intellectual disabilities are faced with the crisis of hard-to-be-sustained life,difficulty in protecting their rights,difficulties in employment,and severe marginalization.At present,public service for people with intellectual disabilities has serious problems of homogeneity,single content,low service quality,and difficulty in sustainable development.This article uses a design perspective to provide insights into the problems and opportunities in the public service field for people with intellectual disabilities,reconstruct the relationship among service participants,drive all parties’ resources,trigger multi-level collaborative interaction and experience,and build a public service system for people with intellectual disabilities under a collaborative model.The research method of this paper is: through the service mode,stakeholders and user behaviors of mature cases,clarify the direction of collaborative services intervention,put forward the hypothesis of intervention of public service under the perspective of collaboration,and provide new ideas for restructuring service participation relationships.Subsequent in-depth analysis of KEYIHUI Social Lab typical cases,through qualitative research to establish user characteristics,demand pain points,the various stages of service issues,and quantitative studies to verify.In the end,the results of collaboration need and collaboration motivation data under different collaboration models were obtained,which translated into intervention opportunities for people with intellectual disabilities and collaborative services,aided design principles and core strategic outputs.The research results and conclusions of this paper are as follows: Firstly,put forward the theoretical hypothesis that collaborative services are involved in public service,and explore the current service collaboration model to verify the direction of collaborative service intervention;secondly,define the vertical collaboration of horizontal coordination and external community participation of mentally disabled groups.The model,as well as the subdivision of participant types in portrait mode,triggers the interest of participants in charity services and enhances the quality of collaboration experience.Third,build a new strategy for the service design of people with mental disabilities under horizontal and vertical collaboration models,and provide constructive design guidelines for collaborative services under similar scenarios: horizontal collaboration,collaboration rules construction,collaboration tools,and environment construction to strengthen collaboration among intellectually disabled groups and collaborate.Outreach for the media to expand collaboration.Vertical collaboration builds on-line importline collaboration-on-line continuation compounding model,builds shared mutual help virtual community and tools platform,and provides multi-level collaboration channels to meet participants’ composite needs.Finally,the platform design practice and application are guided by the strategy,and the service system is verified and reflected from the perspective of stakeholders.
