Study On The Current Situation Of Implementation And Countermeasures Of The Western Volunteer Service Program Of College Students

The Western Volunteer Service Program of College Students is the consistent policy of our government and the government is to encourage young college students and those who have learned to go to practice,to the grassroots positions and hardships in the western region,to suffer the baptism,healthy growth,is our party and the government's consistent policy,is in the new situation,standing in the rejuvenation of the country and the strategic high power of talent,the need for long-term adherence and continuous improvement and gradually of the system.Since June 2003 the Western Program has been implemented,the policy has led college students to the west,to go to the grassroots level,to the motherland and the people most need to make founding;to promote the western poor areas of education,health,agricultural technology,poverty alleviation and other social undertakings;Employment,entrepreneurial channels;cultivate a large number of modern scientific and cultural knowledge,but also grass-roots work experience and strong sense of social responsibility of outstanding young talents;carry forward the volunteer spirit of "dedication,friendship,mutual help,progress",The overall development of society.However,as the time of policy implementation increases year by year,the problems exposed in the implementation of the western plan are gradually becoming unfavorable,which is not conducive to the realization of the good intentions of the volunteer service of the western students.Therefore,the government should pay enough attention and take an effective way to solve it.Ningxia hui autonomous region is located in northwest China,with a population of over 6 million,per capital income is at the bottom of the country,and people's living standards are below the average.Therefore,it is of more representative significance to study the implementation of Ningxia.For this reason,the author conducted a micro study on the problems in the implementation of the project in Ningxia based on the implementation of the western plan for 14 years.First of all,the author introduced the background and significance of this research,both at domestic and abroad,ideas and methods and innovative points,and then introduce the related concepts and theoretical basis which is defined,then expound the western volunteer service program of college students plan in Ningxia project department to implement,and through interviews and questionnaires from implementation from the perspective of micro individuals found the problem,and has carried on the scientific analysis of a problem,Including the statistics of voluntary service management are incomplete,the policy is insufficient,the social recognition is not high,and the volunteers still have employment problems after the expiration of the volunteer period.Finally,countermeasures and Suggestions are put forward to solve the problem.From the aspect of policy supply,we propose a new service system,increase policy support,set up the salary level of volunteer service,and do a good job in risk management mechanism.;From the implementation process is put forward to increase professional development plan and improve the job matching degree,increasing the western plan early propaganda,do the training work,ready to support and guide the work of volunteers,do volunteer work reward and incentive mechanism;After the expiration of the volunteer service,the employers should set up the volunteer work summary mechanism,establish standard procedures for each county and township,and do the follow-up interview and publicity work.With a view to the future implementation of Ningxia in the western region,we can summarize the past experience and elevate the development of the western region to a new level in Ningxia.
