Research On Current Situation And Countermeasures Of Grassroots Volunteer Service Incentive

With the rapid development of Chinese economy,the public’s demand of voluntary services is increasing day by day.The grassroots volunteers in the counties play an increasingly important role in serving the construction and development of regional economic,helping to build a social system and solve social problems.However,the government and the society are short of effective means to motivate the volunteer,which makes a contradiction to the vigorous development of grassroots volunteer services.It reduces the motivation of grassroots volunteers and restricts the spread and expansion of the volunteer spirit.The popularization and application of the "Volunteer China" system has brought a reform opportunity for the incentive mechanism of grassroots volunteers in the counties,which plays a very important role in promoting the development of grassroots volunteer service in the new era.Based on the research of the "Volunteer China" system and grassroots volunteers in the County F,this paper conducts an empirical study and analysis on the actual incentive effect and existing problems of the system,and proposes countermeasures to solve the problems.The author finds that,relying on mobile Internet technology,the incentive mechanism of "Volunteer China" system meets the demand of grassroots volunteers better in the new period,and the measure of "Credit Incentive" also opens the new dimension of volunteer incentives,which promotes the effect of volunteer team construction,the quality of volunteer service activities and the level of broadcast for the services.However,some problems have also been exposed in practice,including the imperfect system of volunteer evaluation,the narrow channels of external incentive,the deficiency of risk guarantee,the narrow fields of volunteer service,the lack of volunteer spirit and integrity culture,etc.Combining with the relevant theory of incentives,this article puts forward the following suggestions to solve these problems.Firstly,we can improve the evaluation mechanism of the basic-level volunteer evaluation mechanism by improving the methods of information collection and analysis technology,promoting the diversification of incentive evaluation mechanism and the comprehension of the content.Secondly,it’s time to take some measures to optimize incentives,for example,we can broaden the social channels of material incentives for volunteers,enhance the level of professional training,improve the project settings of volunteer service and promote volunteerism.Lastly,in order to improve the incentive effect of grassroots volunteers in the counties earnestly,we should pay attention to the support for volunteers through perfecting the construction of law and implementing the policy guarantee.
