Research On The Western Volunteer Service Program Of College Students From The Perspective Of Synergy Theory

"The university student volunteer service western plan "(abbreviated as " western plan ")is an important measure put forward by the party and government from the height of coordinating regional development and building a strong talent country,and it is an extension of the development of voluntary service in our country.Since the implementation of the Western Plan in 2003,a number of graduates have responded to the call to come to the grassroots areas of the central and western regions to devote their youth and blood,vigorously carry forward the spirit of volunteerism,ease the pressure on college students to obtain employment,and promote the flow of outstanding talents to the central and western regions.However,in the process of concrete implementation,there are still many problems that need to be paid attention to and improved in time in order to better realize the original intention of implementing the western plan.Hunan is located in the central region of our country and is one of the first service and recruitment provinces to implement the western project in our country.By means of questionnaires and interviews,this paper tries to find out the problems in the implementation of the western plan in Hunan,and constructs the system model of the western plan management by using the cooperative theory.The West Project is a practical education project,employment promotion project,talent flow project,help poverty alleviation project.The application of cooperative theory to western planning can enrich the scope of this theory and provide enlightenment for decision makers in systematic management,which has certain theoretical and practical research significance.Synergy theory emphasizes the interaction between the participants,subsystems and environment.As a system,the implementation of the western plan also reflects the characteristics of complexity,openness,integrity,nonlinearity and non-equilibrium of the system.Therefore,the use of collaborative theory to study the western plan has a strong fit.The results of the questionnaires and interviews show that The Ministry’s plan has achieved great results,but there are still some problems,such as lack of recruitment system,lack of training system,dislocation of dispatch process,inadequate management mechanism and lack of strength of re-employment guarantee.Considering the western plan as a complex and open system,we can improve the management of the western plan from three aspects: one is to promote the coordination of the external operatingenvironment of the western plan,that is,to establish the security environment of policy,organization and life and to create the supporting environment of society,school and family,so as to ensure the material,information and energy exchange between the western plan and the external environment;the other is to optimize the coordination function of the internal operating subsystem of the western plan and realize the recruitment,training and dispatch.The cooperative operation relationship among the five subsystems of sending,running and re-employment makes the subsystems change to the advanced,orderly and stable direction.In order to maximize the utility of the western plan implementation system,it is necessary to strengthen the interrelation and interaction participants and the subsystems,and promote them to keep consistent in the direction of movement and produce synergistic effect.
