Ecological environment is the material foundation of human existence,also is the basis of economic system,because of a long-term production and life,such as ecological environment destruction caused by social and economic behavior,adverse effect on human social and economic life,which in turn adversely affect lead to ecological environment problems,the essence of which is the economic development and environmental protection,the relationship between man and nature of the disorder.A regional environment affects the lives of local people directly or indirectly,so protecting the environment is equivalent to protecting ourselves.The government should integrate the broadest public participation into the environmental protection work and establish a cooperative interaction mechanism between government,enterprises,social organizations and the public.Cities at the county level administrative unit is the smallest of our government administrative unit,also is our country public power at the grass-roots level directly with the people,for the whole society to provide public products and services.Ecological environment as the most equitable public products,the current people's growing demand for good ecological environment,the government needs to provide more good ecological environment is likely to ease the government public service supply and ecological environment the people of the contradiction between the demand for good ecological environment.But for a long time the county economic development of the traditional concept is still a heavy economic,light environment,damage the ecological environment of this area,blindly to pursue economic development makes the serious damage to the ecological environment,resource consumption.The contradiction between industrial agriculture and planting industry is increasingly serious,which hinders the sustainable development of local economy.This paper,the author mainly through the on-the-spot investigation,case analysis,system analysis and discusses the method of literature research and so on,according to the sustainable development,governance and the theory of ecological civilization based on the plight of the county government in environmental governance,the solving measures were studied.Pingyu,for example,and impact,such as high population density and the governance body ability insufficiency,the environmental resource constrained,rigid management system,construction of ecological civilization is not respected,lack of cooperation governance idea,social supervision and public participation,and so on to analyze its reasons,and further research for a long time the influence of the environmental problems can't be settled effectively,such as,serious damage to the image of the government and the people's physical and mental health,hindered the sustainable development of economy,etc.In view of the problems and reasons which system comprehensive solution measures are put forward,such as improving the population quality and population control,strengthening the construction of system and law enforcement team,guarantee the implementation of the environmental protection laws and regulations policies,cultivating citizen's ecological civilization concept and enhance the quality of execution and broaden the various channels to realize the social supervision and public participation,and so on,hoping to build up a set of system solutions,to help the government at the county level break through the dilemma,as soon as possible for our government at the county level in our country environment governance can provide certain theoretical significance and practical significance.
