The Research On The Government Role In Xuzhou Constructs Ecological Civilization City

With the advent of the era of ecological civilization, ecological civilization city was brought into being as a new concept of city development and the development mode. Ecological civilization city will be the main direction and goal of the ecological civilization construction and the development of modern cities in 21 st century. The government will play the leading role in the construction of ecological civilization city,and it has a great theoretical and practical significance to study the functions of the government in the construction of ecological civilization city to protect urban ecological environment and realize the rapid economic development. Xuzhou is classified as a resource-exhausted city, once known as “half city coal ash and city soil”. In order to improve the ecological function of Xuzhou city, the city in efforts to speed up economic development, always adheres to environmental protection and conservation priorities principle, makes the ecological creation and construction as an important method to promote the overall revitalization of old industrial bases in Xuzhou and resource-rich city transformation, promotes industrial, urban, and social transformation with ecological transformation, implements large-scale ecological restoration, and constantly improves urban air quality and water environment, which will make Xuzhou become a national ecological civilization city with “green hills and lakes all around”.In the process of creating the ecological civilization city, Xuzhou government makes positive efforts and fully plays the leading role. Embodied in: strengthen organization and leadership, promote ecological civilization city created in an orderly manner; push forward energy-saving emission reduction; implement green development plan; actively adjust the industrial structure; implement ecological remediation, reappear “Green mountain Green water”pattern; accelerate the “Clear water and Blue sky”project. In improving the ecological system and the quality of the urban living environment, the results have been achieved. However, Xuzhou government in the process of constructing the ecological civilization city also faces some restrictive factors. There are resources and environment bearing capacity of weak, excessive emissions of pollutants and doesn't reach the standard, lack of clear guiding ideology and goal of planning and development, lack of unified and rational management and responsibility mechanism of urban ecological civilization idea needs to be strengthened, social participation problems, need the Xuzhou governmentfurther coordination to solve.In view of the above question, Xuzhou government should further strengthen administrative idea of ecological civilization city construction, improve the legal system related to the construction of ecological civilization city,encourage and support the transformation of the mode of economic development, establish evaluation and supervision of system of ecological civilization city, actively guide non-governmental organizations to participate in the construction of ecological civilization city.Xuzhou government must further improve the role in ecological civilization city construction.
