It is pointed out that we must promote strongly the building of ecological civilization at the Party’s Eighteenth Congress. As the important industrial base for many years in China, Harbin has not changed the extensive pattern of economic development which means high pollution, high energy consumption and low efficiency. The problem of environment is serious, therefore, we should promote the construction of ecological civilization of Harbin actively. The government should play an important role in the process of the building of ecological civilization, undertake the ecological function, and solve the problems in the construction process with kinds of measures. According to various of analysis methods, the dissertation analysis the construction of ecological civilization for the government of Harbin. Although certain achievements have been made in the construction of ecological civilization in Harbin, there are still many problems, such as the economic growth still relying on the high energy consumption industries in the short term, the weakness of the government management of the environmental pollution, the imbalance of urban and rural environmental infrastructure, enthusiasm not widely mobilize the whole people to participate in an ecological civilization construction and so on. The reasons of leading these problems in the building of ecological civilization is that ecological economic management function is weak, the urban planning layout is unreasonable, the ecological civilization system is not sound, relevant laws and regulations, policy support to increase the ecological civilization construction, publicity and education of ecological civilization does not reach the designated position, etc. We summarize the general thought of building of ecological civilization, including planning the entirety of the relationship between economic development and ecological civilization, improving the government responsibility for the construction of ecological civilization consciousness, making all of residents participate the building of ecological civilization.In order to construct the ecological civilization, the government of Harbin should take some measures, which is developing ecological economy, making the city planning reasonably, making the system of law and systems soundly, making policies and opening ecological civilization publicity and education.The measures of promoting the building of ecological civilization in every cities is generally identical, but the situation of every cities is different, we cannot copy. The innovation of the dissertation is that combining the actual conditions of characteristics of Harbin and putting forward the countermeasutes for the construction of ecological civilization. Practically, it can promote the building of ecological civilization well, achieving coordinated development of economic society and ecological environment in Harbin.
