The Construction Of Local Government Affairs Service Capability Under The "Internet Plus" Background

As the main driver of economic and social development,the strength of the government will affect the degree of realization of its government service functions.With the development and application of "Internet + government services",it is a sign that the"Internet+" and government affairs are being deeply integrated.Under this background,with the construction of government service capacity as a means to promote economic re-growth,realize functional changes,and meet social needs,it has become the basic operational logic and core mission of local governments.First of all,in view of the lack of discussion on current government service capabilities,this paper believes that local government service capability under the"Internet+" background means that local governments provide administrative counterparts with administrative information services and administration to perform administrative services.The government's special ability to acquire,configure,integrate,and use resources when it comes to off-line and online services including business services and government participation services.Second,this article treats overall governance as the research perspective.First of all,it analyzes the core connotation of overall governance.On this basis,this paper believes that overall governance is compatible with the construction of local government's government service capacity in the context of "Internet Plus".First,the overall governance can be constituted by local government government service capabilities.The division provides a theoretical basis,and this paper builds the four-dimension government service capacity based on response capability,standardization capability,process optimization capability,and online service capability.Second,overall governance provides value guidance for local government government service capacity building;The overall governance provides a rational tool for local government government service capacity building.In order to verify the conformity of overall governance and local government government service capacity building,this paper selects the "Run Once Most" reform in Zhejiang Province as a case and establishes three levels of analysis.The first level of analysis is to analyze the process,motivations,and status quo of government service capacity building of the "maximum run once" reform;the second level of analysis is to use the overall governance theory to carry out the construction of government service capacity in the "maximum run once" reform.Fragmentation analysis and explanation of the causes of these fragmentation problems;the third level is based on the problems and causes,focusing on the four dimensions of social foundation,value base,institutional foundation and cultural foundation put forward a holistic governance perspective local government government service capacity building Promotion strategy.Finally,through the analysis of the case itself and based on the above three levels,this paper draws two conclusions:First,at the present stage,"running once at most"is still a procedural and technical reform,which needs to be further deepened.To instigate deep-seated institutional reforms.Second,because of the existence of paradox in the overall governance,neglect of the government's self-interest,incomplete institutionalization,and differences in the administrative environment between China and the West,integrated governance and local government government service construction are not entirely compatible.
