Research On The Path Of Optimizing Grass-roots Government Services From The Perspective Of Holistic Governance

Grassroots government service is a unique function of the grassroots government.It is also the core content of transforming government functions and building a service-oriented government.It is also an important part of the modernization of national governance system and governance capacity.Whether the grass-roots government can provide high-quality government services is related to the smooth realization of the "last mile" of the "decentralization,management and service" reform.Promoting the reform of "running well at one time" is the local practice of deepening the reform of "decentralization,management and service" in Shandong Province.The theory of holistic governance coincides with the reform of "running well at one time",which is highly consistent in value concept,organizational structure,operation mode and technical means.Under the theory of holistic governance,we should promote the reform of grassroots government services from four aspects: values,organizational structure,technical support and collaborative mechanism.Based on the perspective of holistic governance theory,this paper uses the methods of case analysis,literature analysis and questionnaire to study the grassroots government service taking the "one-off" reform as an example,which is divided into four parts:firstly,starting from the definition of relevant concepts,it clarifies the conjunction and applicability between Holistic Governance theory and grassroots government service,and generalizes the core concept of holistic governance This paper analyzes the four dimensions of integration,coordination,technology and supervision emphasized by the holistic governance theory,and expounds the applicability of "running well at one time" reform.Secondly,with the help of the case study of L District of Jinan City in Shandong Province,this paper expounds the reform content,reform measures,reform effectiveness and other aspects,and finds out the problems faced by the current grassroots government services through case analysis.Thirdly,according to the reform situation of L District,this paper analyzes the problems and summarizes the experience and lessons of grassroots government service reform from the perspective of holistic governance.Finally,aiming at the problems and causes,it proposes four ways to optimize the core competitiveness,including improving the overall organizational structure,optimizing the technical support of "Internet plus government services",and improving the coordination mechanism of supervision and assessment.From the perspective of holistic governance theory,this paper focuses on the basic government services with the "one-time" reform as the breakthrough point,finds out the problems through field research,analyzes the reasons,and tries to put forward the reform path of optimizing the grass-roots government services,realize the localization application of holistic governance theory,and build a holistic service government.
