The Research Of Towns Government Function Transformation

The government is the core institution of a country.The efficiency,working mode and working attitude of the government are directly related to the construction of all aspects of the country and the basic life of the people.Therefore,the government work is an important issue of the people’s attention,and is also an important subject of theoretical research.Entering the new century,China’s socialist construction with Chinese characteristics has made great achievements under the leadership of the new generation of party central Committee and began to build a new type of service-oriented government.Township government is the most basic government unit in our country.There is a direct connection with the masses in every aspect.The political,social and economic policies of the state are all in the township.The function of township government directly affects the development of real economy society.In the new period,the township government can further provide strong support for economic development and social stability.This paper mainly take X country M town government as an example to study the transformation of township government functions.Besides introduction and conclusion,this paper is divided into three chapters:The first chapter is the theoretical part of the article,first introduces the transformation of government functions and the transformation of township government functions,and then elaborates the theoretical basis of this article:the new public management theory 、 public management and government governance theory,and finally elaborates the necessity of the transformation of township government functions.The second chapter mainly takes X country M town as an example to analyze the situation,problems and causes of the transformation of government functions.First of all,this part summarizes the basic situation of the town government,including the establishment of institutions,basic functions and development status,the second introduces the current status ofthe transformation of government functions and achievements,The third part analyzes and summarizes the problems and causes.The third chapter of the paper mainly analyzes the countermeasures and suggestions to promote the transformation of township government functions,including: update the concept of township government management and strengthen theoretical study;standardize the responsibilities of the township government and strengthen the supervision mechanism;integrate public power within the township and create a good public management environment;innovate mechanism reform and get funding from multiple sources.This article mainly through the function change basic research of X country M town,points out the current problems that exist in the functions of township government in the implementation,and puts forward countermeasures and suggestions in view of the problems,and better realizes the basic function of township government to serve the people better.
