As the most basic level regime, the township governments play a fundamental role in maintaining villages stable, promoting their economy, protecting farmers' interests, accelerating the integration and shortening the gap between cities and towns. During the new-round reform aiming at changing the governmental functions, facing problems of poor self-administrative structure, imbalance powers of finance and administration, and the digressive effect of central government's decisions, many township governments do not take the transition of governmental functions as their chief goal. Thus, how to change the functions comes into an outstanding question. What's more, after canceling the agricultural tax, many regions are in the red to deal with the rural debts, and it is more difficult to input upon commonweal on rural areas, which greatly affects the governmental administration, as well as the construction of harmonious society and new countryside. Therefore, it's meaningful to study on the transition of township governmental functions.The innovation of the thesis lies in that by analyzing the theories of governmental functions transition, basing on the reasons for this transition, it analyzes these reasons, and further establishes the should-be functions of rural governments both in theory and in reality, from which, the thesis deeply studies the problems for governmental function transition, and finally makes the countermeasures and safeguards for township governments' functional transition.Apart from preface and conclusion, the thesis consists of four parts:The first part is the analysis of theories on governmental functions transition, including the definition of township government and governmental functions. From stating the reasons of transition, this part concludes that the township government must do the reform and defines the boundaries of governmental functions.The second part pays much attention on the problems the rural governments face and analyzes the roots of these problems. The poor situation for the government mainly because of the administrative structure, the financial conditions, the debts and the digressive effect of central government's decisions. The third part studies the should-be functions for the rural governments from aspects both in theory and in reality, which includes: the provision by the government of the public living stuffs and services, the public manufacturing materials and services, the democratic governmental services, the population and family planning services, the public security products and services and the education of modern-typed farmers.The last part of the thesis proposes several countermeasures and safeguards for rural government to get rid of the problems and change their functions, which includes: the establishment of integrating public financial system in city and town, the improvement of transferring paying method, the deepened rural structure reform and a series of accompanying measures.
